On March 15 Tropical Cyclone Idai made landfall near Beira City, Sofala Province, in central Mozambique. The cyclone brought torrential rains and winds to Sofala, Zambezia, Manica and Inhambane provinces. An estimated 1.85 million people were in the path of the cyclone and are now in need of humanitarian assistance WFP’s emergency teams are currently responding to the impact.

Build WFP is seeking expressions of interest from professional humanitarian consultants wishing to be considered for emergency response consultancies. Deployment will be to Maputo and Field locations within the Country.

KEY ACCOUNTABILITIES (not all-inclusive):

Under the supervision of the CBT Emergency Programme Policy Officer and for the Idai emergency response and its recovery phase, the CBT Programme Policy Officer, will be responsible for the following key duties:

  • Contribute towards the development of CBT projects, plans and processes, and their implementation ensuring alignment with wider programme policies and guidance;
  • Provide project management support to specific and defined CBT programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that comply with WFP standards and procedures;
  • Support and perform actions related to the implementation of the CBT Business Process Model in all phases; from the design of the project responds to the intervention set-up, the implementation and project closure;
  • Cooperate with government representatives and implementing partners;
  • Support the negotiation of Field Level Agreements or contractual agreements with partners;
  • Develop and coordinate CBT and wider programme data gathering and monitoring systems ensuring that rigorous quality standards are maintained;
  • Research and analyze a range of policy and operational issues to inform the development/update of CBT policies, programmes, and activities;
  • Contribute to the preparation of accurate and timely reporting on CBT programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
  • Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages;
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs;
  • Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has at least three years of postgraduate progressively responsible professional experience in the private or public sector demonstrating high performance.
  • Has demonstrated interest and/or experiences in humanitarian and development work;
  • Has at least one year of relevant working experience in CBT programming in diverse contexts;
  • Has specific experience in the design, set-up, implementation and monitoring of in-kind food, cash, and voucher transfers;
  • Has engaged in policy discussions and provided input into policy decisions.
  • Has a good understanding of the theory and application of food security and safety net programmes;
  • Has a good understanding of Project Management and its application;
  • Has a good understanding of CBT programming and proven support in assessing, designing, implementing and monitoring (CBT) programmes
  • Has a proactive attitude towards partnership

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or another field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish. Fluency (level C) in Portuguese, WFP’s working language, will be an asset.

TERMS AND CONDITIONS:

Qualified applicants will be placed in a pool and may be contacted as the needs arise for consultancy positions in Mozambique. Remuneration levels will be based on the specific terms of reference offered. Please note that consultants would most likely be placed in the heart of the response which may involve difficult living and working conditions. Consultants are independent hires and cannot be simultaneously employed by WFP and receive income or honorarium from other organizations, governments, non-governmental organizations (NGOs) or other. Consultants will be required to undertake a full medical clearance prior to being contracted and to undertake the UN related Security Clearances, trainings and WFP mandatory trainings on Standards of Conduct. This pool will remain active for 6 months.
