Position: Individual Consultant – National/Regional Climate Change Adaptation and Policy Expert

Background
The Government of Lesotho, through the Lesotho Meteorological Services (LMS) under the Ministry of Environment and Forestry, is implementing a three-year climate change project titled:
“Strengthening Lesotho’s Capacity to Advance the National Adaptation Planning Process (NAP)”, funded by the Green Climate Fund (GCF) under the Readiness and Preparatory Support Programme [Grant Reference Number: LSO-RS-003].
The United Nations Environment Programme (UNEP) is the Delivery Partner supporting LMS in implementing this project. The NAP aims to build on the National Adaptation Programme of Action (NAPA), the National Climate Change Policy, and other strategies by assessing opportunities for implementing medium- and long-term climate change adaptation actions.
Purpose of the Assignment
The consultant will integrate climate change adaptation priority programmes and projects outlined in the NAP into national and sectoral policies, plans, strategies, and budgets, and establish a review mechanism to facilitate the implementation of adaptation actions.
Qualifications and Experience
- Master’s degree (PhD preferred) in Environmental Sciences, Agriculture, Law, Public Policy, or a related field
- At least 7 years’ relevant work experience in environment-related policy processes in Lesotho and/or the region, including integration of environmental policy into national or sectoral development plans and budgets
- Minimum 3 years’ experience in programming and policy design with national governments and/or international organizations in the context of climate change and sustainable development
