Introduction

FSD Africa seeks to engage a consulting firm (“the Consultant”) to undertake an evaluation of the impact of its Nature Programme. The Consultant will document lessons learned and provide recommendations to improve and inform the next phase of the programme. The assignment will involve consultations with FSD Africa’s Nature Team, implementing partners, and supported institutions.

The contract duration is 5 months, commencing in October 2025 and running until February 2026.

Project Background

About FSD Africa

FSD Africa is a specialist development agency working to build and strengthen financial markets across Sub-Saharan Africa. Established in 2012, we focus on policy and regulatory reform, capacity strengthening, improving financial infrastructure, and addressing systemic challenges in financial markets to spark large-scale, long-term change.

In addition, we provide risk capital by investing in cutting-edge ideas that have the potential for significant impact. We take on projects that are more complex and riskier than those typically undertaken by development finance organisations, unlocking additional funding for innovative sectors.

As part of our new strategy, FSD Africa collaborates with partners across Africa to mobilise and direct finance to innovative climate finance solutions, leverage Africa’s natural capital, and develop carbon markets.

The Nature Programme

FSD Africa’s Nature Programme has delivered three major workstreams: promoting an African voice for the Taskforce on Nature-related Financial Disclosures (TNFD) and nature-related financial risk management; the African Natural Capital Alliance (ANCA); and regulatory work.

The programme supported the development of a TNFD framework aligned with Africa’s context and piloted TNFD to help financial institutions identify, manage, and deliver on nature-related risks and opportunities. This workstream aimed to facilitate an African voice in the TNFD framework by supporting effective management of exposure to nature-related risks by financial institutions, regulators, and policymakers across the continent.

Through the Nature Programme, FSD Africa also heads the ANCA Secretariat, which advocates for a consistent and unified voice on the need, opportunities, and risks associated with nature in Africa. ANCA seeks to catalyse nature-positive African economies enabled by a financial sector that recognises and acts on nature-related risks and opportunities.

The programme has further supported nature-positive regulatory reforms by assisting financial regulators in developing roadmaps and key regulatory policies to facilitate the growth of Africa’s natural capital.

Key Outputs

  • The assignment will deliver an inception report detailing the approach to be followed in reviewing the Nature Programme, including a work plan, data collection tools, and a draft list of stakeholders to be interviewed.
  • A draft evaluation report and learning brief will follow, along with a presentation of findings to the FSD Africa team.
  • Finally, a comprehensive evaluation report and learning brief will be submitted, incorporating feedback and including an executive summary, case studies, precise analysis, learnings, and specific recommendations for each workstream on how FSD Africa can improve the programmes going forward.

Invitation to Submit Proposals

FSD Africa invites suitably qualified consultancy firms to submit a written proposal outlining their interpretation of the tasks set out in the Terms of Reference, including any constructive feedback and perceived risks or challenges. The proposal should also include a budget for professional fees and reimbursable expenses, with a breakdown of consultant allocation, day rates, and expenses. Additionally, please confirm the team that will carry out this assignment and provide CVs (maximum two pages per member, with detailed CVs in an annex if necessary).
