Overview
The Ministry of Education and Training (MoET), through its Teaching Service Department (TSD), is undertaking a digital transformation initiative to modernize its operations. This initiative aims to establish a robust Electronic Teachers Management Information System (TMIS) that will digitize and streamline the management of teachers’ personal information.
The system will ensure that critical data is securely stored and easily accessible to Human Resources officers, TSD management, and the Teaching Service Commission (TSC) during key processes such as recruitment, deployment, and career progression.
The TMIS will enhance transparency, accountability, and data accuracy, reducing delays caused by manual file handling and minimizing risks of data loss. The project also includes training for HR officers and stakeholders to ensure effective system usage.
Project Background
The Government of Lesotho signed a loan agreement with the World Bank in August 2024 to implement the Lesotho Education Improvement Project (LEIP), valued at USD 20 million.
The project aims to improve basic education service delivery and student retention in targeted schools.
Project Components

Assignment Objective
The principal objective of this assignment is to design, develop, and implement a secure, scalable, and user-friendly Teachers Management Information System (TMIS) that enhances the management of teacher data and supports decentralisation and governance objectives of the Ministry.
Qualifications and Experience
Educational Qualifications
- At least a degree in Computer Science, Computer Systems Engineering, or Information Technology
- Master’s in Business Administration will be an added advantage
Work Experience
- At least five (5) years’ experience working on Teacher Management Information Systems or Workforce Management Systems
- Must have completed at least one (1) similar assignment within the past seven (7) years
Selection Criteria
Candidates will be evaluated based on:
- Qualifications (30%)
- Experience – professional, specific, and general (60%)
- Other relevant attributes (10%)
Selection will follow the World Bank Procurement Regulations for IPF Borrowers (July 2016, updated February 2025).
Duration
The assignment duration is approximately twelve (12) months.
