1. Background
The Government of Lesotho (GoL) has received financing from the African Development Fund (ADF) for the implementation of the Lesotho e-Government Infrastructure Phase II Project. Part of this financing will be used to engage an individual consultant to develop a Strategic Plan (2025–2030) for the Lesotho Postal Services (LPS).
2. Objective of the Assignment
To develop a comprehensive strategic plan that redefines LPS as a modern, sustainable, and digitally enabled institution, supporting its evolution into a vital logistics and service delivery platform aligned with national development priorities and regional trade commitments.
3. Scope of Services
The consultant will be expected to:
- Assess the current state of LPS (governance, infrastructure, services, financial sustainability)
- Evaluate digital maturity and integration opportunities with national digital infrastructure
- Recommend service enhancements aligned with the Universal Postal Union (UPU) Integrated Product Plan (IPP)
- Identify reform opportunities in institutional structure and public-private partnerships
- Draft a strategic plan including:
- Vision and strategic objectives
- Implementation roadmap
- Monitoring & Evaluation framework
- Cost estimates
4. Expression of Interest Requirements
Interested consultants must submit:
- A CV demonstrating qualifications and relevant skills
- Description of similar assignments completed
- Experience in similar conditions or environments
5. Selection Procedure
The selection will follow the African Development Bank’s Procurement Policy and Methodology for Funded Operations (October 2015).
