II. ORGANIZATIONAL CONTEXT AND SCOPE

The closure of borders following the outbreak of the COVID-19 pandemic has left many Basotho migrants vulnerable and in need of humanitarian assistance. IOM has registered a total of 24,000 Basotho migrants in need, a majority of whom earn very low wages as they engage in illegal casual labour. The IOM’s assessment found that a significant number of Basotho migrants suffer from poor health outcomes including HIV/Aids. Poverty, poor health and gender are inter-linked and female migrants tend to earn less and often face harassment, including, Gender Based Violence (GBV).

Many of the vulnerable migrants have an irregular migratory status and therefore have no access to local authority or police as they fear arrest and deportation. Informal and formal diaspora networks and associations have additionally registered approximately 9,000 migrants in need. In addition, in May/June there is usually seasonal migration to South African farms particularly in the southern districts of Quthing and Qacha’s Nek. The closure of border posts due to the lockdown is resulting in the loss of this seasonal livelihood for many households in Lesotho.

In light of the lockdown measures and its related socio-economic consequences, Basotho migrants have been returning to Lesotho despite multiple risks particularly criminal attacks (theft, violence, rape) and harassment by the police especially when using unofficial borders or community crossings overnight across dangerous terrain.

According to the World Bank, 23 percent of Lesotho’s GDP is derived from remittances and the rapid assessment estimates that 27 percent of households in the country are dependent on receiving remittances. Lesotho has the third highest number migrants to South Africa from the Southern African Development Community (SADC). Remittances have thus sharply dropped since March 2020 due to the COVID-19 global pandemic, with dire consequences for the economy of Lesotho and a direct effect on many households across the country.

Under the joint UN project financially supported by the EU Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO), Drought and COVID-19 Pandemic in Lesotho: Agriculture, Food Security and Protection Support to Vulnerable Communities, in order to better understand human mobility in the context of COVID-19 and food insecurity and other factors, IOM has been tasked to monitor human mobility in migration affected communities in four target districts – Mafeteng, Mohales Hoek, Quthing and Qacha’s Nek districts. Through the
NGO partner Skillshare Lesotho, the project is collecting data over the next 4 months from March to June 2021 using IOM’s Displacement Tracking Matrix (DTM) Flow Monitoring (FM) methodology and tools. Against this, IOM is looking for a consult who will be able to support the assignment to produce migration flow report.

RESPONSIBILITIES AND ACCOUNTABILITIES

Under the overall guidance of Head of Office, and direct supervision of National Programme Officer, in close coordination with IOM Regional Office colleagues, including the DTM Regional Coordinator, the overall objective of this consultancy is to support the data cleaning, analysis and reporting in order to produce monthly Flow Monitoring report from March to June 2021.

The consultant will conduct the following tasks:

1.   Familiarize her/himself with the IOM’s EHCO-funded project and specific tasks under the production of migration Flow Monitoring and reporting;

2.   In coordination with relevant IOM Regional Office colleagues, undertake necessary data management and analysis tasks including data extraction, cleaning, collation and analysis in a standard format using KoBo Toolbox and other relevant institutional software packages;

3.   Generate reports and various thematic visualizations based on the analysis of Flow Monitoring data (i.e. dashboards, maps and narrative products);

4.   Analyze  both  quantitative  and  qualitative  information  and  provide  key highlights of the people’s movement, gender, age, needs, vulnerabilities and reasons for movement, and other indicators captured in the questionnaire and run cross tabulations for indicator relationship;

5.   Liaise with relevant Regional Office and Global DTM colleagues on the revision of draft reporting products and submit final versions for publication;

6. Work  with  relevant  Regional  Office  colleagues  on  the  collation  and harmonization of DTM Flow Monitoring data in Lesotho for inclusion in various regional and global platforms, including the Regional Migration Data Hub (RMDHub) Portal.

The proposed consultancy should also include the following:

•    Regular follow-up meetings with IOM will be held during the implementation of  the  project.  The  consultant  shall  integrate  the  recommendations, suggestions and changes proposed or requested by IOM into the products presented.

•    IOM will collaborate by providing all relevant information they have in their files and database.

Payment Schedule:

The monthly fee equivalent to NO-A (National Officer) level under the UN salary scale will be paid to the successful candidate for the four months. The monthly payment  will  be  facilitated  upon  the  invoice  with  the  monthly  report  of  the achievement of the month.

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE

EDUCATION

University degree in statistics, research, monitoring and evaluation, migration studies, political science/international affairs, and other related discipline.

EXPERIENCE

•     At least two (2) years of experience on public policy issues related to migration, human rights, local governance;

•     Proven experience in research and data management;

•     Knowledge of statistical methods and data sources required;

•     experience  in quantitative and qualitative data analysis;

•     Proficiency in Microsoft Office Suite applications (i.e. Word, Excel, PowerPoint, Publisher) is required;

•     Experience with mobile data collection tools such as KoBo ToolBox or ODK is required;

•     Knowledge of and experience with GIS and spatial analysis tools including ArcGIS Desktop, Server and Online is desirable;

•     Ability to use publishing and graphic design software such as Adobe InDesign, Illustrator and Photoshop is desirable;

•     Abilities to work under pressure and meet deadlines;

•     Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

•     Proven ability to produce quality work accurately and concisely according to set deadlines;

•           Practical experience of how to multi-task, prioritize and work independently.
