ASSIGNMENT TITLE: Conduct the AGYW HIV Prevention Outcome Assessment in six districts

The Global Fund to Fight, Tuberculosis and Malaria is one of the significant donors to the TB and HIV response in Lesotho and provides funding directly to the Ministry of Finance and Development Planning through the Project Management Unit (“Principal Recipient”). Sentebale works as Sub-Recipient (SR) of the Ministry of Finance and Development Planning-Project Management Unit (PMU) for the Global fund supported program for Adolescent Girls and Young Women (AGYW) aged 15 to 24.

The program’s focus is HIV/TB prevention among high-risk AGYW. It is implemented in six districts of Mokhotlong, Thaba-Tseka, Butha-Buthe, Leribe, Quthing and Qacha’s Nek. The program’s key interventions are Social and Behaviour Change Communication, Socio-Economic Strengthening, community mobilization and parental engagement; condoms education, promotion and distribution; need based referrals and linkages to HTS, PrEP and ART as well as Sexual and Gender Based Violence prevention and post violence care services.
Given the heightened emphasis on prevention and the push to increase investment in HIV prevention programs, it is crucial to improve monitoring and evaluation efforts to understand if the AGYW reached with services are using prevention options and/or changing their behaviors which lower their chance of getting HIV. The overall aim of the study is to measure HIV prevention outcomes of the biomedical, behavioural and structural GF-investments into AGYW programs in targeted sites in Lesotho.

The specific objectives are:

To assess the outcomes (use of HIV prevention interventions and changes in behaviours that increase chances of infection) and any changes over time occurring as a result of participation in GF investments into AGYW programs
To understand the barriers and challenges experienced by AGYW in accessing HIV prevention programme-related services.
To build the capacity of the principal recipient (PR), sub-recipients (SRS) and local program team to collect and analyse HIV prevention outcome data for key and vulnerable populations, specifically adolescent girls and young women and sexual partners, men who have sex with men and female sex workers in order to strengthen ongoing prevention programming.

Sentebale now invites eligible Consultant to indicate their interest in conducting the assessment and building the capacity of the PR, SRS and local program team. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. e.g Curriculum Vitae.

Qualifications and Experience
The Lead Consultant must have the following qualifications and experience:
Demonstrated experience developing and implementing quantitative and qualitative research protocols
Speaking and writing English fluently.
Post-graduate education in Public Health or related field
The Consultant should also be able to work with diverse teams, meet tight deadlines and work under pressure. Shortlisting Criteria
The selection of the suitable candidate will be based on the qualifications and experience as follows: (i) qualifications, (ii) experience (professional, specific and general); and (iii) other relevant attributes consistent with the requirements of the Terms of Reference.

Duration of assignment
The Consultant will be selected in accordance with the The period of engagement is Forty (40) working days. Individual Consultant Method (IC).
