REQUEST FOR PROPOSALS (RFP)
FOR THE CONSULTANCY TO UNDERTAKE A NATIONWIDE SURVEY TO IDENTIFY UNELECTRIFIED SETTLEMENTS AND ASSESS THEIR CHARACTERISTICS
RFP NO: MOE/REU/-01/2025/2026
1. Invitation
The Ministry of Energy through Rural Electrification (Unit REU) invites proposals from eligible and qualified Consulting firms to provide consulting services to undertake a nationwide survey to identify unelectrified settlements and assess their characteristics. More details are to be found in the Terms of Reference.
2. Availability of Bidding Documents and Submission
The bidding document can be obtained electronically on the Department of Energy website on the link:
https://doe.gov.ls/post/view/11
Alternatively, documents can be collected at the Ministry of Energy (Procurement Unit) from Wednesday 28th January, 2026 to 4th March, 2026.
Submission of the Proposals will be on or before 5th March, 2026 at 10:30hrs.
All proposals will be opened on the same day of submission at 11:00hrs at the Ministry of Energy, Department of Energy (DoE) Boardroom.
3. Submission Requirements
Technical proposals must be submitted in one (1) original and two (2) hard copies, and the financial proposal must be in one sealed envelope.
Proposals should be deposited in the Ministry’s Tender Box situated outside the DoE Boardroom, Department of Energy (DoE), 2nd Floor, Sekhametsi Building, Kingsway Road, Maseru.
Both technical and financial proposals must be enclosed in one sealed envelope bearing no identification of consultant, clearly marked:
“CONSULTANCY SERVICES TO UNDERTAKE A NATIONWIDE SURVEY TO IDENTIFY UNELECTRIFIED SETTLEMENTS AND ASSESS THEIR CHARACTERISTICS”
4. Mandatory Documents
Bidders must submit the following documents:
- Valid Tax Clearance Certificate
- VAT Registration Certificate (where applicable)
- A company profile
- Proof of residence of the company (provide sub lease or lease or any other relevant document)
- Proposals should be enclosed with Certificate of Bona fide tendering duly signed by a senior official of the bidding company
- Power of attorney
