Consultancy to provide Technical assistance and monitoring consultancy to Commonwealth Members of the SADC Region x3

The Commonwealth Education Policy Framework (CEPF) was developed to enable member countries to align their respective national education policies within the context of the prevailing 2030 Agenda for Sustainable Development. The CEPF is explicitly a framework that provides a comprehensive policy toolkit to update and modernise education governance and delivery systems in order to attain the SDGs according to national contexts.

In June 2019, the Secretariat’s education team in collaboration with the Ministry of Basic Education, Botswana rolled out the CEPF for the Southern African Development Community (SADC) region Commonwealth member countries. Under the supervision of the UK-based Education Adviser, the consultant/s will be responsible for supporting Ministries of Education in the 10 CEPF Workshop countries from SADC region in the implementation and progress monitoring of the recommendations and actions outlined at the CEPF Workshop.

This may involve providing technical input and guidance to the relevant officials/departments in ensuring taking forward of the action and where appropriate agreeing a time-frame for its completion and documenting progress. The consultant/s will ensure that all work to be undertaken complements existing national and/or regional policy frameworks or priorities for the SADC region.

The Secretariat is looking for three (3) individual consultants or a consultancy team to undertake assignments in the SADC region as per the following grouping.

  1. Mozambique, Mauritius, Tanzania and Seychelles;
  2. Eswatini, Lesotho and Malawi; and
  3. Botswana, Namibia and South Africa.

The individual consultants could be based in any of the three groupings. If a team/firm is appointed, it could be based anywhere in the Commonwealth however a preference will be given to the SADC region base for practical reasons.

To be considered for this opportunity, you will need to have an advanced university degree in one of the following fields: education management, international development, public policy, economics, human development or another relevant technical field. You will also need a minimum 8-years professional work experience at the national and international levels in education and human development fields; experience in and knowledge of education sector reforms and education systems improvement in Commonwealth member countries; experience in monitoring, evaluation and learning; full familiarity and engagement with the 2030 Agenda for Sustainable Development; familiarity with issues and challenges faced by Commonwealth member countries; excellent analytical, communication and writing skills in the English language; and a proven ability to work under pressure and meet strict deadlines.
