The Southern African Development Community (SADC) Secretariat has received financing from the African Development Bank toward the cost of the SUSTAINABLE FINANCING OF REGIONAL INFRASTRUCTURE AND INDUSTRIAL PROJECTS IN SADC Project and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy to Prepare a Discussion Paper outlining various options to operationalise the Southern African Development Community Regional Development Fund (SADC RDF). 

The services included under this project are to fully operationalize the SADC Regional Development Fund (SADC RDF) that would support the integration process in SADC Member States by providing source of financial assistance to Member States that could alleviate the measurable costs of integration and supplement Member States own initiatives in implementing measures essential to effective integration. The services to be provided under the assignment will focus on: (i) review of previous work and study recommendations on the operationalisation of the SADC RDF, (ii) defining the appropriate structure for the Facility, (iii) advising on the suitability of fund management structure, (iv) defining the governance and institutional structure based on the structure of the board of governors, the board of directors (and its sub-committees), the investment committee, management and staff. Voting mechanism amongst members, (v) identifying key institutional policies, procedures and guidelines including environmental and social policies etc, and (vi) reviewing the suitability of instruments to be provided by the Fund. 

In coming up with proposals or options for a viable mechanism of fast tracking the operationalisation of the Fund, the consultancy will draw on the experience from similar initiatives that have been undertaken. Particular attention would be given to regionally owned funding mechanisms aimed at promoting regional integration and development infrastructure. This assignment is expected to be undertaken over a period of three (3) calendar months from the commencement date of 1 October 2023.

 

The SADC Secretariat now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (i.e., description of similar assignments, experience in similar conditions and availability of appropriate skills among staff). Consultants may constitute joint ventures to enhance their chances of qualification. The firm should have significant in-depth international expertise and knowledge on development finance; relevant consulting experiences with National Governments and/or Regional Economic Communities; track record of success developing projects and tools in the area of development finance; experience in facilitating establishment of financial/development finance institutions; and expertise on project preparation and development including their financing. The firm should also have a strong knowledge and experience in policy research and analysis in an international/regional economic integration setting.

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org
