I. Context and Scope

Since October 2016, IOM in partnership with Save the Children and Witwatersrand School of Public Health has implemented the Sexual Reproductive Health and Rights and HIV Knows No Borders (SKNB) Programme covering six countries in the southern African region. The programme aims at improving quality of life and HIV-SRH outcomes among vulnerable youth, migrants and sex workers in migration affected communities in Southern Africa. Over the past 4 years, the programme has made significant progress in increasing access to SRH and HIV service among the target groups including creating an enabling environment within which the HIV and SRH rights of the migrants, sex workers and vulnerable youth in migration affected communities must be fulfilled, protected and realised.

For monitoring purposes, the SKNB programme deploys several data collection tools including the stock monitoring and the client satisfaction survey tools. The stock monitoring tool has been designed to facilitate the project teams to periodically monitor HIV and SRHR commodity stock outs at all referral health facilities/service delivery points within the project catchment areas on a quarterly/bi-annual basis. On the other hand, the Client Satisfaction Survey (CSS) tool assesses the level of satisfaction for adolescents and young people (10-29), SWs and migrants for the SRH-HIV services they receive from service providers at the health facilities/clinics/ service delivery points within the areas where the project is implemented. While other countries have analysed and used the data, the data remains unconsolidated and not utilised at the regional level. The assignment will ensure that all data from the six countries are pooled together, processed, analysed and utilised and consequently disseminated to various stakeholders especially government officials, health care providers and local implementing partners in the respective project countries. The two reports will be integral to the project communication and dissemination package which will be used to raise awareness about the outcomes and achievements of the project.

Purpose of the Consultancy

The assignment seeks to conduct a pooled analysis of data and information on client satisfaction and SRH commodity stock monitoring from six countries collected over the past four years (2017-2020) and utilize it to produce two separate reports. The reports will be disseminated widely among the project stakeholders to create awareness on existing gaps and recommendations for improving responsiveness of SRH services for migrants, sex workers and young people as well as inform advocacy efforts to strengthen the supply chain for SRH commodities in migration affected communities.

II. Specific Tasks to be performed by the Consultant

The Consultant, in consultation with IOM Regional project team, is expected to:

  1. Compile, review, synthesise and analyse the data and programme reports on HIV-SRH commodity stock monitoring and client satisfaction over the period 2017-2020.
  2. Using qualitative interviews, collect additional data on client satisfaction and stock monitoring/linkages to SRH commodities to reinforce the quantitative findings. Specifically, the interviews will aim to:

a. Document perceptions of the change agents and project staff on access barriers to and responsiveness of SRH and HIV services at the service delivery points especially before and during the COVID19 crisis.

b. Highlight learnt lessons and best practices from stock monitoring and linkage activities and client satisfaction with services and make recommendations for strengthening responsive service delivery for young people, migrant and sex workers.

c. Assess the efforts made by the project teams to address identified gaps in the SRHR and HIV commodities supply chain system in the project sites.

  1. Work closely with the regional and country teams to collate additional project data/information that may be required for further analysis.
  2. Conduct a validation workshop for the two draft reports and compile the final reports that take into consideration of the inputs from the validation workshop.

III. Expected Deliverables

The selected consultant will be expected to deliver on the specified scope of work as shown in section III. Specifically, the expected deliverables of the assignment are:

a) An inception report outlining the technical approach and methodology of the assessment (5 pager).

b) Draft and final reports on approaches for improving client satisfaction and SRH commodity linkages and monitoring, aligned with IOM technical report guidelines (well designed, laid out and edited which are in word and pdf formats and ready for printing).

V. Location and Lines of Communication

This position is largely home-based and may include travels to IOM’s Regional Office in Pretoria or Country project sites (depending on COVID19 context). Under the overall supervision of the Regional Director, IOM Southern Africa, the consultant will report directly to the IOM’s Regional Migration Health Coordinator and work closely with the Regional M&E Unit and Research Officer.

VII. Timeframe & COST

The assignment will take approximately 35 working days, with a start date in September 2020. The consultant must submit their rates per day along with their proposal. The payment shall be made in instalments as follows:

· 20% upon receipt and approval by IOM of the Inception report, and plan of action;

· 40% upon receipt and approval by IOM of the draft reports on approaches for improving client satisfaction and SRH commodity linkages and monitoring

· 40% upon receipt and approval by IOM of the final reports on approaches for improving client satisfaction and SRH commodity linkages and monitoring (well designed, laid out and edited) which are in word and pdf formats and ready for printing).

VIII. Qualifications and Experience

· An advanced university degree (PhD, Masters or equivalent) in public health, migration and Health studies, development studies, social sciences with minimum of seven years of relevant experience.

· Extensive experience and competencies in M&E, technical report writing, excellent computer, drafting and editing skills, literature review, research and publication targeting local and international audience

· Experience working with the UN and international NGOs in the humanitarian and development context.

· Tangible reference of previous similar assignments

· Fluency in written and spoken English

· Previous knowledge and experience in the field of sexual and reproductive health, migration and advocacy, an asset

· Flexibility to adapt to work with project teams within the context of COVID19 environment
