Consultancy to develop tool conduct participatory and interactive dialogue with the identified group of young people, collate the voices and amplify them to decision makers in the respective intervention areas of Gender champions under the GLP programme supported by Girls Not Brides.
Background
Girls Not Brides is a global partnership of more than 1,600 civil society organisations from over 100 countries committed to ending child marriage and enabling girls to fulfil their potential. Members are based throughout Africa, Asia, the Middle East, Europe, and the Americas. We share the conviction that every girl has the right to lead the life that she chooses and that, by ending child marriage, we can achieve a safer, healthier, and more prosperous future for all. Girls Not Brides members bring child marriage to global attention, build an understanding of what it will take to end child marriage and call for laws, policies and programmes that will make a difference in the lives of millions of girls.
In South Asia, the practice of child, early and forced marriage is deeply embedded in social norms that are in turn perpetuated by gender inequality. These norms dilute the implementation of laws and policy despite many commitments made by governments at International, national and subnational levels. Girls Not Brides has been working in the region to embed gender transformative approaches (GTA) with its members, so that along with perspective building, members are also practicing the design and implementation of GTA tools. One of the interventions in this process has been an adaptation of Oxfam GB’s Gender Leadership Programme (GLP).
About the GLP:
In 2019, Girls Not Brides and Oxfam GB came together to adapt and implement a Gender Leadership Programme (GLP) to build a committed and capable cadre of senior leaders within the Girls Not Brides partnership in India who can take forward gender transformative approaches in their work. Gender Leadership Programme for Girls Not Brides is designed as a one-year journey to build perspective and technical expertise of members on using GTA to address Child Early Forced Marriage (CEFM). As an outcome or culmination action of the programme, GLP participants decided to collaboratively develop and implement a collection action project, in which they would not only take collective actions to address the issue of child marriage but also apply the learnings from GLP as a key strategy, to inform the design of the collective action project.
Brief on the Collective Action Project:
The project aims to achieve the following goals
The two goals which the proposed interventions will respond to are as follows:
- Evidence and Learning: The tool developed under this proposed project will enable in generating issues and aspirations young people have for life shaping a life their choice and their expectation from various stakeholders in their ecosystem. This would be the first-hand evidence to inform the policy, practice and norm level changes needed to address issues like CEFM, which the member organisation and young people would use to influence various system level changes needed.
- Partnership: The proposed design is lead, designed and implemented by the GLP participants who are also GNB member organisations, which in the process will strengthen their capacity to address CEFM through systemic changes using gender transformative approaches. While most all the organisations are working towards addressing CEFM, but this initiative will strengthen the collective efforts through a more unified and shared approach.
The key activities which would undertake towards achieving the aforementioned goals are-
- Developing organisation assessment tool on the gender at work framework
- The gender at work framework will be designed with indicators at each quadrant to help an organisation understand where their focus of resources lies.
- Assessing our organisation
- This will act as a baseline to track progress towards systemic change efforts at the end of the project. Organisations can also collect feedback from technical experts to seek feedback and complete self-assessment.
- Build a dynamic, participatory, and transformative tool for engagement with young people on mapping their knowledge (unpacking gender relations, power, stereotypes GTA approach) , enhancing their stakeholder interaction, and providing information on schemes and policies already in place.
- The tool will be initially piloted and improved. Organisations will be trained (TOT) on tool usage. This will allow organisations to practise methods to promote reflection amongst young people, analyse learnings from discussions, prepare action plan towards systemic change
- Cascading the tool to young people
- Participating young people will be identified to be part of the reflective process
- Young people can share their experiences on social media to build confidence in self and others to voice their choices
- Assessment of findings and generating evidence
- Workshop and meeting with stakeholders
- List and map stakeholders for dialogue- young people can engage in meaningful discussion with identified stakeholder
- Knowledge sharing and consultation is held within Partnership/coalition members for common understanding
About the consultancy
To develop tool to have dialogue with young people, bring together their voices:
- To build their perspective on issues of gender, sexuality, their legal rights etc.
- To understand their challenges, needs and support they need from the system/institutions (formal/informal) in addressing their issues.
- To enable young people, identify and map the relevant stakeholders and decision makers at the village/panchayat, block and district level with who the assimilated voices can be shared.
Key Deliverables
- Inception report based on the understanding of ToR.
- Conduct design workshop with core team to develop the tool
- Identification of themes/issues
- Key outputs and outcomes expected from the tool
- Structure or format for the outcome /output at the end of implementation of the tool
- Format for the tool- hardcopy or digital- platform etc.
- Development of the tool in collaboration with the core team to share different phases of the tool and seek inputs
- Final tool followed by field testing and finalization of the tool.
The consultant should possess the following knowledge and skills:
- Previous experience of developing similar kind of tool.
- 8-10 years of experience in working on gender issues and language competency in English and Hindi.
- Experience of working with NGOs/INGOs on similar issues at tool development and community level.
Duration:
This is a 3-month assignment and is expected to commence from February 2023
