Context

The International Organization for Migration (IOM), the UN Migration Agency helps to ensure orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems; and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. Since 2016, the International Organization for Migration (IOM), Save the Children Netherlands (SC) and Witwatersrand University School of Public Health (WSPH) — the SRHR-HIV Knows No Borders (KNB) Consortium — collaborated to implement a holistic, regional project to improve sexual and reproductive health and HIV (SRH-HIV) related outcomes amongst migrant and non-migrant adolescents, young people and sex workers and others living in migration-affected communities in six countries in the Southern African Development Community (SADC) region, including Eswatini, Lesotho, Malawi, Mozambique, South Africa and Zambia. At the end of December 2020, the first phase of the KNB ended.

In 2019, a final evaluation of the KNB which is integral to the donor SRHR regional programme for Southern Africa was conducted. The evaluation concluded that the KNB programme has contributed to positive change in the following areas of the programme, namely improved information and greater freedom of choice for young people about their sexuality, together with increased access to, and use of, SRH commodities and quality health care. As the result of the success of Phase I, IOM received new funding for a continuation phase of the KNB project which will cover the period 2021 to 2026. The second phase of the programme seeks to improve SRH and HIV outcomes and quality of life among migrants, sex workers and young through strengthening the capacities of implementing partners, service providers and key stakeholders to promote access to SRH and HIV services and information and create an enabling environment where young vulnerable people (YVP) including migrants and sex workers in migration affected communities have their SRH-HIV rights and needs progressively addressed in changed socio-cultural norms, and policy reforms and implementation at all levels. The programme will specifically contribute to the institutionalisation of SRHR and Migration into institutional policies, strategies and programmes at all levels. The Implementing Partners (IPs) include Civil Society Organisations/Community-Based Organisations, Sex worker, migrants and youth groups whose capacity will be strengthened during the project cycle. Phase II of the KNB programme is implemented by IOM and Save the Children (SC) in collaboration with UN-agencies like UNDP and UNFPA, Ministries of Health, National AIDS Councils, faith and traditional structures and Local Community Organisations and Networks.

Purpose and Scope

In fulfilling the requirements of these Terms of Reference, the Consultant will conduct the organisational capacity assessment and review the strategic plans of the IPs to provide an overview and analysis of the capacity strengths and weaknesses across all the IPs across the six countries and articulate a capacity building plan to ensure that the IPs’ organisational policies and plans progressively integrate gender equality, SRHR and migration aspects guided by IOM guiding principles of migration health mainstreaming and the sustainable development agenda 2030. As part of the assessment and diagnostic stage, a preliminary assessment of the Implementing Partners will be conducted by the consultant in collaboration with IOM and SCI regional and country teams. In addition, this assessment will provide insight into the current state of organisational leadership, governance and technical capacity of the implementing partners regarding implementation of SRHR and migrant responsive interventions, including human behavioural aspects to ensure the sustainability of the KNB interventions across the region. **

Tasks

1) In close coordination with IOM and SCI project teams at regional and country levels, conduct organisational capacity assessments of the Implementing Partners at the country levels and in view of the findings from the Organisational Capacity Assessment (OCA), articulate a capacity building plan for future implementation by the implementing partners.

2) Review the implementing partner’s strategic plans – existing vision, mission and strategic objectives in relation to its overall mandate to determine strategic alignment with SRHR and migration discourses at global, regional and national levels;

3) Presentations and participation at the validation workshop as agreed with the IOM and SCI and implementing partners;

4) Review the existing implementing partner’s policies to determine if they are in support of the organisation’s mandate as well as IOM’s migration health priorities for the region;

5) Analyse the IP’s Strengths, Challenges, Opportunity and Threats (SCOT Analysis) in relation to its current operations and performance; and

6) In light of the mission, strategic objectives and the SCOT analysis, recommend to senior management appropriate models of integrating SRHR and migration into the IP’s strategic vision, mission and actions.

Expected Deliverables

1) An inception report including a work plan, detailed methodology, report format and timeline, to be submitted within 7 days from the commencement of the assignment.

2) A comprehensive Strategic Review Report and capacity development plan based on the findings from the assessment and the associated recommendations for each IP. The report should contain the following:

a. Proposed vision, mission and strategic objectives and key result areas, KPIs and make recommendations if any.

b. Specific capacity needs and priorities at the organizational and individual levels in relation to IOM SRHR and migration health priorities for Southern Africa

c. human and financial management functions that will bolster, support and provide an effective performance-based management to enhance reporting, accountability and service delivery in line with the KNB project.

d. Overall strategies for governance and accountability to improve the IP’s performance;

e. Mechanisms for the on-going development and performance improvement of the Implementing Partners;

f. Mechanisms to ensure organisational learning and innovativeness meet institutional, national, and IOM’s regional SRHR and migration health priorities;

g. Requirements for management information and communication systems to support the recommended business processes within the implementing partners; and

h. Recommendations for the most suitable, effective, efficient and affordable modes of capacity development to meet the identified needs.

Methodology

The Organisational Capacity Assessment (OCA) should be participatory and consultative. In support of capacity building, the transfer of skills to the project team and implementing partners is a critical objective of this assignment. The Consultant’s role will ensure that the KNB Project teams and Implementing Partner staff who take part in the strategic planning and transformation process, are able to contribute to, and own the systems and procedures produced, and decisions made, and consequently develop the skills to sustain the identified actions within their institutions. The Consultant will advise on the agenda of the workshop and present the organisational capacity assessment results and the outline of the capacity building plan that will enhance SRHR and migration integration into the IPs strategies and policies.

IOM Responsibilities

a) Supervision of the consultant;

b) Meet obligations in terms of compensation to the consultants;

c) Provide the necessary information available at IOM about the IPs;

d) Meet all logistical costs for the consultative and validation workshops; and

e) Provide transport, communication and other logistics necessary for the assignment as will be agreed.

Qualifications

· A minimum of a post-graduate University degree in a field related to Social Sciences, Public Sector Governance and Management; Strategic Management or Organisational Development, with a preference for a graduate degree and relevant professional certification.

· 7 years of increasingly responsible professional experience in conducting organisation capacity assessment, change management and strategic planning within the civil society sector at the national and sub-national levels including experience in advising the UN and government institutions on similar assignments.

· Experience in research, policy development, management and programming-related work

· Excellent analytical, facilitation and communication skills for effective stakeholder engagements/workshops;

· Ability to work with minimal supervision;

· Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines and deadlines.

· Ability to take initiative and to work independently – as well as – part of a team;

· Capacity to organise and facilitate senior level consultative meetings; and

· Excellent oral and written communication in English.**
