1. PURPOSE OF THIS CONSULTANCY

The direct motive for this procurement for consultancy services is to facilitate an independent evaluation of the Oxfam in Southern Africa (SAF) cluster strategy framework (2021 – 2025) and to lead a process of refinement and realignment culminating into a Program and Influencing Strategy for Oxfam SAF Cluster 2026 to 2030.

2. BACKGROUND

Oxfam in Southern Africa (SAF) works to address the root causes of social and economic injustice and inequality. The Cluster comprises programs in Zambia, Zimbabwe, Mozambique, and Malawi, with influences that extend beyond these countries.

In 2021, Oxfam implemented a new Southern Africa Cluster Strategy Framework to guide its programs and influencing across the four countries. This framework, informed by political economy analysis and feminist principles, aimed to consolidate Oxfam’s approach toward tackling structural inequality in the region.

3. OBJECTIVES

  • Conduct a comprehensive End-of-Strategy Evaluation of the Oxfam SAF Cluster Strategy Framework 2021–2025.
  • Facilitate a participatory and feminist-informed Strategy Refresh process that leads to the design of the 2026–2030 Program and Influencing Strategy.
  • Provide strategic recommendations that align with Oxfam’s Global Strategic Framework and feminist principles.

4. SCOPE OF WORK

The consultant will be responsible for:

  • Designing and conducting the End-of-Strategy Evaluation
  • Facilitating participatory reflection and learning workshops
  • Conducting a strategic analysis of the operating context
  • Coordinating stakeholder engagement across country programs and partners
  • Drafting the new Program and Influencing Strategy 2026–2030

5. DELIVERABLES

  • Inception Report detailing methodology, timelines, and data collection tools
  • End-of-Strategy Evaluation Report with findings, conclusions, and lessons learned
  • Strategic Context Analysis of Southern Africa and global linkages
  • Workshop Reports summarizing consultations and learning sessions
  • Draft and Final Program and Influencing Strategy 2026–2030

6. TIMELINE

  • Contract start date: 15th June 2025
  • Final deliverables due: 30th September 2025

A detailed work plan will be agreed upon with the selected consultant.

7. QUALIFICATIONS AND EXPERIENCE

The ideal consultant/team will have:

  • Demonstrated experience in conducting strategic evaluations and strategy design in international development or humanitarian sectors
  • Strong understanding of feminist and decolonial approaches
  • Experience working in Southern Africa
  • Proven facilitation and stakeholder engagement skills
  • Familiarity with Oxfam’s approaches is an added advantage
