Consultancy to conduct a feasibility study for Pharmaceutical Project in Lesotho

1. PURPOSE

The Lesotho National Development Corporation (“LNDC”) in partnership with Battal Holdings Incorporation and Interglobe IEG have partnered together to establish Maluti Pharmaceutical (PTY) LTD, a pharmaceutical company earmarked to spearhead development an integrated pharmaceutical project in Mafeteng District. The project focus area is the production of medical human drugs, nutritional serum and biotechnological (vaccine), health products, health technology transfers, and medical consumables. The following are the envisaged business activities of the Company:

  1. pharmaceutical product manufacturing,
  2. laboratory establishment in terms of basic analytical test and quality assurance,
  3. laboratory services to private and public hospitals and
  4. Contract manufacturing (CMO)

To effectively deliver on this mandate, the Corporation seeks to engage services of a reputable and capable consulting firm to determine the feasibility of establishing a GMP (Good Manufacturing Practices) certified pharmaceutical production facility by testing its commercial, market and technical feasibility.

Therefore, LNDC invites suitably qualified firms to submit proposals to conduct a feasibility study as per the project Terms of Reference.

Request for Proposals for this consultancy will be conducted through the International Competitive Bidding (ICB) procedures and is open to all bidders. LNDC is the Government of Lesotho’s main parastatal agency mandated to implement the country’s industrial and commercial development policies. It was established by an Act of Parliament, the LNDC Act No.20 of 1967 as amended.

2. SCOPE OF WORK

The successful bidder will be expected to undertake the following:

  1. Market Feasibility
  2. Technical Feasibility
  3. Financial Feasibility
  4. Business Plan

3. DURATION OF WORK

The assignment is expected to take three (3) months to finalize.

4. INSTRUCTIONS TO BIDDERS

  1. Terms of Reference for the assignment can be downloaded at no cost from the LNDC    website on www.lndc.org.ls
    1. The proposal should include the following attachments:
  1. Company profile limited to contacts, services and products offered and similar assignments completed.
  2. Certified copies of Company Registration Certificates
  3. Statement of the understanding of the assignment
  4. A statement of experience in similar assignments
  5. Curriculum Vitae of all experts.
  6. Contactable details of at least three (3) references
  7. Relevant Tax Clearance certified at source.
  8. Certified copy of trader’s license certified at source.
  9. Memorandum of Understanding for Joint Venture (sub-consultants)
  10. Powers of Attorney to sign the proposal.

5. SELECTION CRITERIA

The Corporation’s evaluation of proposals will take into account the following factors:

Technical evaluation:

Criteria, sub-criteria, and point system for the evaluation of the technical proposals are:

  1. Adequacy of the proposed technical approach, methodology, and work schedule plan in responding to the TOR [30 Points]
    1. Key experts qualifications, experience and competence for the assignment [70 Points]
  2. General qualifications [40%]
  3. Adequacy for the assignment [60%]

6. DEADLINE FOR SUBMISSION OF TENDERS

  • Tenders must be deposited in the LNDC tender box, placed at Level 7 Block A Development House, no later than 12:00 hours, on 17th March 2023.
  • Tenders will be opened on the same day, Friday 17th March 2023 at 12:05 hours.
  • It is encouraged that bidders or their representatives be present during tender opening, but this is not compulsory.

7. DISCLAIMER

LNDC shall not be bound to disclose reasons for rejecting or accepting any tender and is not bound to accept the lowest bidder. A debriefing meeting will be considered on request and is not automatic.

8. NOTICE OF AWARD

The contract will only be binding between the parties once the contract has been signed by all parties concerned.

9. TENDER SUBMISSION

The proposals BEARING NO IDENTIFICATION of the bidder must be made as follows:

  1. Submission will be done electronically and must be clearly identified as: “LNDC: PHARMERCEUTICAL FEASIBILITY STUDY”.
    1. Technical Proposal and Financial Proposal must be submitted as two (2) separate PDF files to the address below on or before 12:00pm, Friday 17TH March [email protected] The Chief Executive Officer Lesotho National Development Corporation (LNDC) Block A, Level 7, Development House, Kingsway Road, Maseru 100Submissions can also be submitted physically on separate envelopes for Technical and Financial Proposals marked “LNDC: PHARMERCEUTICAL FEASIBILITY STUDY”. The envelopes containing the Technical and Financial Proposals shall be placed into an outer envelope and sealed. This outer envelope shall bear the submission address below.
