THUSO Project Baseline Study

Project Title: THUSO Project – Promoting Dignity, Safety, and Inclusion of LGBTIQ+ Persons in Lesotho

Project Overview

The THUSO Project aims to promote the dignity, safety, and inclusion of LGBTIQ+ persons in Lesotho by addressing structural discrimination in:

  • Financial services
  • Public infrastructure
  • Prisons
  • Gender-based violence (GBV) response systems

LGBTIQ+ individuals in Lesotho often face exclusion due to identity mismatches, lack of gender-neutral facilities, inadequate prison and shelter provisions, and the absence of comprehensive legal protections. The project seeks to address these barriers through institutional engagement, policy advocacy, and capacity building.


Purpose of the Consultancy

The consultancy will conduct a baseline study to inform project planning and performance measurement. Key objectives include:

  • Collecting and analyzing baseline data relevant to the project’s goals
  • Establishing benchmarks for measuring progress on inclusion, dignity, and safety
  • Assessing existing policies, institutional practices, and service delivery systems
  • Providing actionable recommendations to guide interventions and advocacy

Schedule

  • Duration: 8 weeks
  • Start Date: 9 October 2025
  • End Date: 4 December 2025

Deliverables:

  • Week 1: Inception Report with detailed work plan and methodology
  • Final Week: Submission of final draft report, including:
    • Key findings and recommendations
    • Reviewed program materials
    • Summary infographic
    • Web-publishable format

Budget

Total Consultancy Fee: M40,000
