REQUEST FOR PROPOSALS FOR CONSULTANCY SERVICES TO CONDUCT SITUATIONAL ANALYSIS AND FACILITATE DEVELOPMENT OF FIVE-YEAR STRATEGIC PLAN FOR QUEEN MAMOHATO MEMORIAL HOSPITAL AND ITS THREE FILTER CLINICS
1. QMMH BACKGROUND
Queen Mamohato Memorial Hospital (QMMH) is a Government of Lesotho tertiary healthcare institution mandated to provide high-quality tertiary medical services to all clients and stakeholders. It was established in October 2011 under an eighteen-year Public Private Partnership (PPP) agreement with the Tsepong consortium, managed by Netcare Hospital Lesotho. The PPP agreement was prematurely dissolved on 31st July 2021, after which the Government of Lesotho took over management of the hospital.
To position QMMH for long-term sustainability, efficiency, and quality service delivery, the hospital seeks to undertake a comprehensive Situational Analysis and concurrently develop a Five-Year Strategic Plan. The strategic planning process will be evidence-driven, using insights from the situational analysis to define the hospital’s priorities, interventions, and measurable objectives.
2. PURPOSE OF THE ASSIGNMENT
- Conduct a Situational Analysis to assess QMMH and the three Filter Clinics (Likotsi, Mabote, Qoaling) in terms of operational, financial, and clinical performance, and identify opportunities and challenges.
- Facilitate the development of a Five-Year Strategic Plan that sets a clear vision, mission, goals, objectives, and implementation roadmap for the hospital, guided by the findings of the situational analysis.
3. SCOPE OF WORK
Phase 1: Situational Analysis
- Stakeholder Consultations: Conduct structured interviews and focus group discussions with internal and external stakeholders.
- Operational Review: Evaluate patient flow, resource allocation, interdepartmental collaboration, and service delivery processes.
- Financial Review: Analyse budgeting, expenditures, funding sources, and financial sustainability.
- Clinical Services Assessment: Review performance and outcomes in key departments including emergency, surgery, maternity, and filter clinics.
- Infrastructure Assessment: Review hospital and filter clinic facilities, equipment, and maintenance needs.
- SWOT Analysis: Summarize internal and external factors affecting hospital performance.
Phase 2: Strategic Plan
- Facilitate strategic planning workshops with QMMH management and key stakeholders.
- Define the hospital’s vision, mission, strategic goals, and objectives based on situational analysis findings.
- Develop Key Performance Indicators and an implementation matrix.
- Ensure the strategic plan aligns with national health sector plans and WHO health systems strengthening pillars.
- Draft the QMMH Five-Year Strategic Plan (2025–2030), including monitoring and evaluation mechanisms.
4. DELIVERABLES
The consultant will be expected to deliver the following:
- Inception Report (work plan, methodology, stakeholder engagement strategy)
- Interim Report (preliminary situational analysis findings)
- Final Situational Analysis Report
- Strategy Development Workshop Materials and Minutes
- Draft Strategic Plan
- Final Strategic Plan (2025–2030)
- Presentation of Key Findings and Strategic Framework to QMMH management and stakeholders
5. DURATION OF THE ASSIGNMENT
The duration of the consultancy will be for a period not exceeding 60 working days, starting from the date of signing the contract. The consultant will provide a detailed timeline in the inception report.
6. ELIGIBILITY OF BIDDERS
QMMH is seeking the services of a professional, locally registered consultancy firm with the following qualifications:
- A Master’s degree or higher in healthcare management, public health, economics, or a related field.
- Proven experience in conducting situational analyses and strategy development, especially in hospital or healthcare settings.
- Strong understanding of healthcare systems, hospital operations, and financial management.
- Excellent analytical and report-writing skills.
- Demonstrated experience in stakeholder engagement and qualitative/quantitative research methodologies.
- Familiarity with healthcare standards, regulations, and best practices.

7. SUBMISSION GUIDELINES
Technical Proposal:
Should include:
- Understanding of the assignment by the proposer
- Description of the consultant and its key personnel/team for the assignment, including samples of previous work and descriptions of prior similar projects (including their budget and client references)
- Proposed Approach and Methodology (e.g., Work plan, project implementation plan, monitoring and evaluation, quality control mechanisms)
Financial Proposal:
Should include a detailed budget estimate in Maloti (M).
The hospital invites suitably qualified domestic consultants (herein called “Consultants”) to submit proposals for the consultancy to conduct the situational analysis and facilitate the development of the Five-Year Strategic Plan for QMMH and its three Filter Clinics.
Proposals should be submitted on or before 27th October 2025 at 10:00 a.m. in two separate and sealed envelopes (Technical and Financial) clearly marked as such, to the address below:
