The Government of the Kingdom of Lesotho, through the Ministry of Natural Resources, has received financing from the World Bank toward the cost of the Lowlands Water Development Project Phase II (LLWDP II). Part of the proceeds will be used to finance Consultancy Services to undertake the Community Mobilization Study.

Objective of the Assignment

To empower and build the capacity of communities in the project area to ensure ownership, accountability, and sustainability of water systems. The consultancy will also educate communities on the new infrastructure, the rationale behind the development, and introduce Water Service Provision models as outlined in the Water Services Bill and the Water Service Customer Connection Strategy.

  • Estimated Level of Effort: 20 person-months
  • Expected Start Date: 01 October 2025
  • Duration: 5 months (no extension)

Shortlisting Criteria

  1. Firm Experience:
    • At least 10 years in operation
    • Minimum of 8 consultancy assignments (including project management) in the last 10 years
  2. Specific Experience:
    • At least 2 similar assignments in the last 5 years
  3. Regional Experience:
    • Experience in at least 3 Southern African countries or 5 African countries
  4. Technical & Managerial Capability:
    • Demonstrated capacity to undertake assessments of this nature

Note: Key Experts’ qualifications and experience will not be evaluated at the shortlisting stage.

Selection Method

The selection will follow the Quality and Cost-Based Selection (QCBS) method in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (February 2025).
