The Government of the Kingdom of Lesotho has received financing from the African Development Fund toward the cost of the Institutional Support for the Enhancement of Public Financial Management Project, and intends to apply part of the agreed amount for this grant to payments under the contract to support the review and preparation of procurement regulations, operational manual, standard bidding documents, forms and templates.
The services included under this project are to review and prepare: (a) procurement regulations, (b) procurement operational manual, standard bidding and contract documents for works, goods, consultancy services, and non-consultancy services; (c) formats and templates; (d) organizational structure and initial staffing needs together with job descriptions for the Central Tender Board and procurement regulatory body, and (e) training and capacity building of the procurement officers. The estimated period of execution is 110 days.
The government of the Kingdom of Lesotho through the Ministry of Finance now invites eligible Consultancy Firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services including brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.
Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” September2010 revised July 2012, which is available on the Bank’s website at http://www.afdb.org. Interested consultants may obtain further information at the address below during office hours 08.00 hours to 16.30 hours.
Expressions of interest must be delivered to the address below on or before 10th December 2019 at 16.30hours and mention “Consultancy services to support the review and preparation of procurement regulations, operational manual, standard bidding documents, forms and templates”.
