ADVETISEMENT
CONSULTANCY SERVICES TO DEVELOP A MONITORING AND EVALUATION STRATEGY FOR THE LESOTHO ELECTRICITY AND WATER AUTHORITY

  1. Introduction
The Lesotho Electricity and Water Authority is a statutory body established in terms of the LEA Act of 2002 as amended to regulate the Electricity Supply Industry (ESI) and Urban Water and Sewerage Services Sub-sector (UWSSS) in Lesotho. The Act gives the Authority powers to regulate activities in the ESI and UWSSS, through established regulatory frameworks. For prudent conduct of its business, the Authority developed a Corporate Governance Handbook (hereafter referred to as the Handbook), which provides basic information about LEWA’s corporate governance framework. The Handbook mandates LEWA to develop a Strategic Plan to determine its direction every
    five years.
In pursuance of the above, LEWA developed a new Strategic Plan (SP) 2024/25-2028/29. The SP constitutes a road map that will be followed by the Authority in the next five years, as it endeavours to deliver on its mandate.

2. Background, Context and Objective
One of the Strategic Focus Areas of the Strategic Plan, is Monitoring and of LEWA operations under which the Authority is required to develop a Monitoring and Evaluation Strategy and Plan for LEWA. Monitoring and Evaluation is intended to improve the organisational
performance and achieve results, through measurement and assessment of performance in order to manage the outputs, outcomes and impact in the implementation of the Strategic Plan. To achieve this, LEWA wishes to develop and implement a Monitoring and Evaluation
Strategy to establish a sustainable monitoring and evaluation system for tracking of progress and demonstrating results in the implementation of the Strategic Plan and to ensure evidence-based decision making.

The Monitoring and Evaluation (M&E) Strategy is further intended to improve the quality and capacity of data collection, reporting and strengthening of the monitoring and evaluation culture within LEWA. The Strategy shall focus on each of the Strategic Focus Areas (SFAs),
corresponding Strategic Goals (SGs), Strategic Objectives (SOs) and Strategic Interventions (SIs) as reflected in the Strategic Plan.
The M&E Strategy will guide LEWA in identifying the most valuable and efficient use of resources, while at the same time guiding collection and analysis of strategic information required for the implementation of the Strategic Plan.

In pursuit of the above, LEWA invites experienced service providers to develop a Monitoring and Evaluation Strategy that is aligned with the Strategic Plan 2024/25-2028/29.
