Consultancy services to conduct and report on a mid-term review of the Commonwealth Secretariat’s Strategic Plan, 2017/18-2020/21

Background

The Commonwealth Evaluation Plan for 2018/19 provides for the conduct of a Mid Term Review of the current Strategic Plan, which mid-point will be reached in June 2019. The Strategic Results Framework for the Strategic Plan tracks results and indicators for 18 intermediate outcomes, 3 cross-cutting and 5 internal outcomes. The Secretariat reports to the Board of Governors every six months on progress towards results.

Since 2013/14, the Secretariat has implemented a number of new initiatives driving its focus on impact, effectiveness and efficiency. In addition, 11 evaluations, 3 corporate/ performance audits as well as an organisational review study have also been completed. A Commonwealth Heads of Government Meeting was held in London in 2018. A High Level Group reported on measures to strengthen the governance of the organisation.

Commonwealth member states have all signed onto the Global Development Agenda for 2030. In addition, regional strategies have been developed (Africa-Agenda 2063) or are currently being developed (CARICOM 2020-2025). A number of SDG implementation and M&E frameworks and agreements have also emerged in recent years. This complex development landscape has implications for member states capacities, resources, national priorities and partnerships, and therefore the Secretariat’s strategic and delivery plans.

About the assignment

The purpose of the Mid-Term Review (MTR) is to assess progress in the realisation of the intermediate outcomes as set out in the Strategic Plan and to provide clear strategic and operational recommendations to improve the Secretariat’s planning, performance and results going forward.

The successful consultant will have a post graduate degree in a relevant discipline and  7-10 years of evaluation experience. You will also have experience in undertaking programme and organisational assessments, evaluations and research for international organisations. In addition to this, you will have keen evaluation, research and analysis skills including the ability to synthesize quantitative and qualitative data drawn from multi country and multi-programme reviews and strategic implementation plans.

Applicants should be able to demonstrate:

  • Understanding of multilateral and intergovernmental organisations, foreign and diplomatic institutions and how they relate with member states, especially the Commonwealth.
  • Excellent communication skills, including experience in the production of clear and concise strategic reports for planning and decision makers.
