CONSULTANCY SERVICES TO CARRY OUT SALARY SURVEY

  • Introduction

The Lesotho Electricity and Water Authority is a statutory body established to regulate the electricity supply industry sector and urban water and sewerage services sub-sector in Lesotho. The regulatory environment in which the Authority operates depends on skills and competency of its employees to ensure that its functions are carried-out properly. To achieve its mission and strategic objectives, LEWA adopted a remuneration policy which ensures that employees are remunerated fairly and are treated consistently throughout the organisation.

  • Background, Context and Objective

The success of LEWA depends on its employees working effectively and efficiently to achieve the overall objectives of the LEWA. In order to recruit, motivate and retain high performing employees, LEWA believes in market related remuneration for all employees. LEWA developed a Remuneration Policy and Strategy, which requires LEWA to carry out a salary review every three yearsto ascertain its market position and adjust accordingly. However, due to financial constraints, the last salary survey was undertaken in 2017/18 and implemented from 2018/19 Financial Year.

Since inception, all LEWA employees were engaged on the basis of fixed-term contracts, until 2022, when LEWA varied terms of employment for employees below the level of Executive Management from fixed-term contract to permanent and pensionable terms. The restructuring led to salary grades overlap between some of those on permanent and pensionable terms and those on contract terms.

The main objective of carrying out a salary survey is to gather information relating to industry standards (selected Regulators and regulated utilities) on remuneration practices, to benchmark compensation strategies, and to design competitive reward strategies for LEWA.

  • Scope of Work

The purpose of the assignment is to carry-out a salary survey, and developing salary structure for LEWA. The salary survey shall include comparison of LEWA’s remuneration practices against other similar regulators and regulated utilities in Lesotho.

  • Qualification and Experience

The consultant or service provider should provide Curriculum Vitae (CVs) of senior personnel, with at least a Bachelor’s Degree in the following:

  • Human Resources Management; or
  • Business Management

The consultant or service provider should possess the following competencies and experience:

  • Ability to write and present in English; and
  • At least five years’ experience in undertaking salary surveys, designing and implementing pay scales.
  • Information required in the proposal

Bidders are requested to provide their proposals in two parts i.e. Technical and Financial proposals in separate sealed envelopes, placed in one main envelope clearly marked “TENDERS FOR CONSULTANCY SERVICES TO CARRY OUT SALARY SURVEY”. LEWA reserves the right not to consider any proposal that does not include at least the following:

  1. Technical requirements

The Technical Proposal must contain the following information:

  • Detailed methodology to address the terms of reference;
    1. A detailed work plan with milestones and deliverables;
    1. Proposed project team, project management and availability of project team members and their curriculum vitae.
    1. Project list demonstrating the involvement of the proposed project team in similar assignments;
    1. Company or consortium profile; and
    1. Demonstration of a track record of projects undertaken in similar assignments.
  •  Financial requirements

The Financial Proposal must provide the cost for completing the project in Maloti. All envelopes must bear no names and addresses of the bidder.

  • Contract to be signed

A time-based contract will be signed for this assignment.

  • Submission of Bids and Closing Date

The deadline for submission of Proposals 04 August 2023, on or before 12:00 noon.

BIDS IN SEALED ENVELOPES CLEARLY MARKED “TENDERS FOR CONSULTANCY SERVICES TO CARRY OUT SALARY SURVEY” must be deposited in the tender box placed at LEWA Offices 7th Floor, Moposo House, bearing no marks to Tenderer’s identification.

  • Conditions for Submission
  • It is mandatory to submit valid Tax Clearance Certificate and a valid Trader’s Licence;
  • Bids submitted after the closing date and time shall not be accepted;
  • LEWA reserves the right not to accept any proposal;
  • LEWA shall not be liable for any costs incurred by any person in the process of responding to this tender; and
  • LEWA reserves the right to call for more information.
