Request for Proposals: Consultancy Services – LTDC Strategic Plan
Overview
The Lesotho Tourism Development Corporation (LTDC) invites suitably qualified consultancy firms to submit proposals for the Development of a Comprehensive Five‑Year Strategic Plan.
This assignment aims to strengthen LTDC’s institutional capacity and provide a clear roadmap for:
- Tourism development
- Marketing
- Investment promotion
- Organizational restructuring
- Monitoring and evaluation systems
Aligned with national priorities.

The full Tender Document, including detailed Terms of Reference (TORs), can be obtained from LTDC offices at a non‑refundable fee of M3,000.00 during working hours.
Submission Requirements
- Bidders must submit:
- Technical Proposal
- Financial Proposal
- Submissions must follow a two‑envelope system:
- Technical Proposal evaluated first
- Only bidders scoring 70% and above will proceed to financial evaluation
Evaluation Criteria
Technical (70%)
- Understanding of the assignment and quality of methodology
- Relevant qualifications and experience in tourism and related sectors
- Experience in strategic planning and similar assignments within parastatal organizations
- Experience within the Southern African region
- Overall organization and responsiveness of the proposal
Financial (30%)
- Financial competitiveness (benefit‑cost basis)

Proposals must be submitted in:
- Two separate sealed envelopes marked:
- “Technical Proposal”
- “Financial Proposal”
- Enclosed in one outer envelope clearly marked:
“REQUEST FOR PROPOSAL: CONSULTANCY SERVICES FOR THE DEVELOPMENT OF LTDC STRATEGIC PLAN”
