Assignment Title: Provision of Internal Audit Services
Reference Number: RF/2025/C2
The Road Fund was established under Section 21(3) of the Public Financial Management and Accountability Act 2011 and operationalised by the Finance (Road Fund) Regulations 2012. It is dedicated to collection of revenue and disbursement of funds for maintenance of roads.
The Road Fund Secretariat (the “Secretariat”) invites Requests for Expression of Interest from qualified audit firms to provide outsourced internal audit services. The Secretariat is a multi-faceted public sector entity responsible for the collection of road user charges and the disbursement of funds to implementing agencies for road infrastructure maintenance. To ensure robust governance, risk management and internal controls across its operations, the Secretariat seeks to engage an experienced audit firm with the necessary expertise, independence, and resources.

Evaluation Criteria
The selection of the suitable candidate will be based on the qualifications and experience as follows:
- Core business and years in business
- Qualifications of the team
- Technical and managerial capability of the firm
- Regional and/or local experience (professional, specific, and general)
Duration of the Assignment
The period of engagement is a three (3) year contract.
A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method.
