Background
The Independent Electoral Commission (IEC) of the Kingdom of Lesotho is a constitutional body established under Section 66 of the Constitution, as amended by the Second Amendment to the Constitution Act of 1997 and the Fourth Amendment to the Constitution of 2001.
Introduction
The Independent Electoral Commission invites suitably qualified and experienced consultants/companies to submit quotations for the provision of recruitment services for the position of Director of Elections.
Professional Qualifications of the Consultant/Company
General Requirements
Interested consultants/companies must provide information demonstrating eligibility and required qualifications, supported by relevant documents. They should have:
- Minimum of 5–10 years’ relevant working experience in recruitment or talent management
- At least three references for similar assignments
- Experience working with institutions supporting governance as a national strategic pillar
Additional Requirements
The consultancy/company should:
- Have knowledge of governance frameworks in Lesotho or other SADC countries
- Have multidisciplinary knowledge of human resources, leadership, and governance
- Demonstrate proven ability to design merit-based recruitment processes
A proven record of experience in human resources within the SADC region in elections will be an added advantage.

Scope of Work
The Consultant/Company shall:
- Conduct shortlisting of qualifying candidates
- Conduct preliminary interviews where possible
- Submit shortlist of suitable candidates to the Commission
- Conduct oral interviews for selected candidates
- Submit final report to the Commission
Expected Outcomes and Deliverables
- Shortlist – 5 days
- Psychometric assessment – 4 days
- Preliminary interviews – 2 days
- Submission of shortlist – 1 day
- Conduct oral interviews – 2 days
- Submission of final report – 1 day
Scope of Bid Price and Payment Schedule
- The contract will be a fixed price, regardless of any extension of the assignment duration
- Financial proposal should be presented as a lump sum, linked to deliverables
- Payment will be made upon acceptance and approval of the final report by the Commission
Evaluation Criteria
- Experience: Minimum 5–10 years’ relevant experience in recruitment or talent management (evidence through purchase orders or contracts from at least three companies)
- Submission of three (3) reference letters
- Submission of CVs for Team Leader and three Senior Experts, with certified copies of educational and professional qualifications
- Proposed methodology, approach, and implementation plan
- Management structure and key personnel
Mandatory Requirements
- Valid and relevant Trader’s License or Business Identity Card
- Valid and relevant Tax Clearance
- Provision of IBR number on the quotation
Submission of Quotations
- Quotations must be submitted in a sealed envelope with no identification of the recruitment firm
- The envelope must be clearly marked:
