The Roads Directorate was established through the Roads Directorate Act, 2010 as a body corporate with perpetual succession and is a non-profit making public institution.

It is responsible to the Board of Directors. It is mandated to manage road infrastructure and ensures that existing roads and access routes are comprehensively and regularly maintained and rehabilitated when required, upgraded and extended in an efficient manner to meet the needs of the economy and the nation at large. The main functions of the Directorate are Road Network Planning; Development and Maintenance; Quality Assurance as well as construction and maintenance of the footbridges.

Name of Assignment: Consultancy Services for the Preliminary and Detailed Engineering Pavement Investigation and Rehabilitation Design Study, Environmental and Social Analysis, Tender Documentation, Pre-Contract, Construction Supervision And Post Contract Services for the A5 Road (St.Michaels to Roma) ± 6km & patches including Drainage Improvement on the A3 Road (from Masianokeng to St.Michaels)

•The Roads Directorate has set aside funds from the Road Fund towards the cost of consultancy services for the PRELIMINARY AND DETAILED ENGINEERING PAVEMENT INVESTIGATION AND REHABILITATION DESIGN STUDY, ENVIRONMENTAL AND SOCIAL ANALYSIS, TENDER DOCUMENTATION, PRE-CONTRACT, CONSTRUCTION SUPERVISION AND POST CONTRACT SERVICES FOR THE A5 ROAD (ST.MICHAELS TO ROMA) ± 6km & PATCHES INCLUDING DRAINAGE IMPROVEMENT ON THE A3 ROAD (FROM MASIANOKENG TO ST.MICHAELS), and intends to apply a portion of these funds to eligible payments under the Contract for which this RFP is issued.

• The Roads Directorate now invites proposals from suitably qualified LOCALLY REGISTERED and established civil engineering consultancy firms with at least 5 projects in Pavement investigation and Rehabilitation Design to provide consulting services as set out in the Request for Proposals to be issued upon request.

• A Compulsory site visit and pre-tender briefing, at the Tenderer’s own risk, have been organized on Thursday, the 14th July 2022 and assembly point will be at Masianokeng Junction to Roma at 9:00hrs. Any further details shall be available from the Roads Directorate Headquarters offices.

•A firm will be selected under “Quality/Cost” Based Selection (QCBS) and procedures described in this RFP. Contract format for the Design and Tender Assistance stage shall be a “Lump Sum Type’ whereas Contract for Supervision Stage shall be a ‘Time Based Type”.

•The Proposals (both Technical & Financial in separate envelopes) which must be accompanied by

A valid Tax Clearance Certificate certified at source
A valid Trader’s License certified at source

Submission of the Proposals shall comprise an original and three copies in sealed envelopes (bearing the name “ST. MICHAELS – ROMA TECHNICAL PROPOSAL “OR” FINANCIAL PROPOSAL”) together with the additional mandatory information (listed above) should be deposited in the Tender Box near the Procurement Office (Room G11) of the Roads Directorate on or before Thursday 11th August 2022 at 1200 Midday/ Noon Lesotho Time and the tender opening will on the same on the date, Thursday 11th August 2022 at 1430 hrs.
