CONSULTANCY SERVICES FOR THE EXPERT IN RESOURCE MOBILIZATION FOR THE PAN-AFRICAN PARLIAMENT

1.0 Background
The Pan-African Parliament (PAP) was established in March 2004, by Article 17 of the Constitutive Act of the African Union (AU), as one of the nine Organs provided for in the Treaty Establishing the African Economic Community signed in Abuja, Nigeria, in 1991. The Protocol establishing the PAP was ratified by 49 Member States.
The establishment of the PAP is informed by a vision to provide a common platform for African peoples and their grass-roots organizations to be more involved in discussions and decision-making on the problems and challenges facing the continent.
The seat of the Parliament is in Midrand, South Africa. The PAP Parliamentarians represent all the peoples of Africa. The aim of the PAP is to evolve into an institution with full legislative powers, whose members are elected by universal adult suffrage.
The PAP requires additional financial resources to effectively implement its 2025 Strategic Plan. Currently, there is a funding gap of USD 7 million that must be addressed to ensure the execution of key programs. To support this effort, PAP seeks to engage a Resource Mobilization Expert for a 10-day consultancy.
This expert will develop compelling grant proposals and fundraising materials aimed at institutional donors, multilateral agencies, private sector partners, and philanthropic organizations. The consultant will play a critical role in identifying funding opportunities, crafting proposals, and enhancing PAP’s donor engagement strategy.
As part of this process, the PAP seeks to engage the services of an independent individual consultant to conduct the training to the PAP designated staff.

2.0 Objective of the Assignment
The objective of this consultancy is to strengthen the PAP’s resource mobilization efforts by:
• Conducting a funding gap analysis and identifying high-potential donors.
• Developing high-quality grant proposals tailored to priority funders.
• Strengthening the PAP’s engagement with development partners and private sector actors.
• Providing capacity-building support to the PAP staff on effective grant writing and donor engagement.

3.0 Outputs
The consultant will be responsible for delivering the following outputs:

  1. Funding Gap Analysis & Donor Mapping Report – Identification of priority funding needs and donor opportunities.
  2. Ten (10) High-Quality Grant Proposals – Fully developed proposals targeting key funders.
  3. PAP Resource Mobilization Brief – A 2-page document summarizing PAP’s funding priorities.
  4. Training Session on Proposal Writing – Capacity-building session for PAP staff.
  5. Final Report & Grant Proposal Template – Summary of key findings and a standardized proposal template.

4.0 Social and Environmental Requirements
• The consultant must ensure that proposed funding initiatives align with the PAP’s commitment to social responsibility, inclusivity, and environmental sustainability.
• Priority should be given to funding opportunities that support gender equality, youth empowerment, and climate resilience.
• All fundraising materials must reflect the PAP’s values and principles, including democratic governance and human rights.

5.0 Inputs Required to Deliver the Service
To successfully execute this assignment, the consultant will need:
• Access to the PAP’s strategic plan and program priorities.
• Engagement with the PAP’s leadership, technical staff, and donor relations team.
• Research resources for donor mapping and proposal development.
• Administrative and logistical support from the International Relations and Resource Mobilization Unit.

7.0 Timelines
The consultancy will take place over 10 working days, with specific milestones as outlined in the deliverables schedule. The consultant is expected to adhere to the deadlines and provide timely updates to the PAP’s International Relations and Resource Mobilization Unit throughout the engagement.

8.0 Location
The Consultant is expected to undertake this assignment at the precincts of the PAP located in Midrand, South Africa.

9.0 Academic Requirements and Relevant Experience

9.1 Education
• Minimum of a Master’s degree in International Relations, Development Studies, Public Administration, Business Administration, Economics, or a related field.

9.2 Experience
• At least 10 years of proven experience in resource mobilization, grant writing, and fundraising for international organizations, NGOs, or multilateral agencies.
• Strong track record of securing large-scale funding (USD 1 million+) from bilateral, multilateral, and philanthropic donors.
• Familiarity with African Union structures, governance programs, and parliamentary institutions is an asset.
• Experience in engaging private sector actors and corporate donors is desirable.

The following key qualifications and requirements are critical for the successful execution of this assignment:
• A Master’s degree in Human Resources Management, Business Administration, Psychology or related fields
• Minimum of 10 years of relevant work experience in Human Resources Management, recruitment and Organisational Development
• Minimum of 5 years’ experience on training in the competence-based interviews (CBI)
• Strong communication, analytical and interpersonal skills
• Excellent command of spoken and written English

10.0 Evaluation Criteria
The consultant will be recruited using the selection criteria outlined below.

11.0 Eligibility
The responding individuals are expected to provide the following:
a) Evidence of similar assignments carried out in a reputable organisation
b) References from three previous clients with contact information

12.0 Remuneration
This is a lumpsum contract. Payment will be a fixed amount of USD 10,000. This amount includes all the Consultant’s professional fees, and profits as well as any tax obligation that may be imposed on the Consultant. All travel related expenses will be covered by the PAP in line with the African Union guidelines governing travel and DSA.
Pan African Parliament will award the contract to the offer that guarantees the best value for money.

The Pan-African Parliament reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines.
In the event of the Consultant ending the contract prior to delivering all agreed upon reports, a portion of the payments shall be refunded to the Pan-African Parliament.

14.0 Assessment of Proposals
Proposals will be assessed on the parameters as indicated in this TOR. The minimum score to qualify for financial evaluation is 70 points.

15.0 Submission of Proposals
Bidders undertake to maintain confidentiality on all information that is not for the public domain and shall not be involved in another assignment that represents a conflict of interest to this assignment.
Bidders are requested to submit the following documents for the PAP’s consideration as an attachment to the proposal.

a) Technical Proposal on:
• Detailed CV: Highlighting relevant experience, qualifications, and key accomplishments
• Understanding and interpretation of the TOR
• Methodology to be used in undertaking the assignment
• Work plan showing timelines

b) Financial proposal

Short-listed Consultants may be invited to participate in a call or physical meeting to further present and clarify their ideas.
Bids should be submitted in a sealed envelope marked or labelled: The PAN-AFRICAN PARLIAMENT to the address below, not later than the date and time given below. Bids received after the deadline will be rejected.
