Consultancy Title: Notice of Expression of Interest for Provision of Consultancy Services for the Development of National Circular Economy Strategy and Incentive Mechanisms in the Textile and Garment (TG) Sector
Invitation to Tender: MEF/ENV/5/2/2026-27
Contract Type: Consulting Firm
Post Level: National / International Consulting Firm
Duration: The assignment will be up to 3 months
Background
The textile and garment sector is an important contributor to economic development in Lesotho but also generates significant quantities of textile waste and may involve the use of hazardous chemicals, including Persistent Organic Pollutants (POPs).
Inadequate management of textile waste can result in open burning and disposal in landfills, contributing to harmful emissions and environmental and public health risks.
To address these challenges, the Government of Lesotho, in collaboration with UNIDO and its partners, is promoting a transition from a linear to a Circular Economy in the textile and garment sector.
The initiative focuses on strengthening the legal and institutional framework, reducing the use and release of hazardous chemicals, promoting the reuse and recycling of textile waste, and supporting sustainable practices across the textile and garment value chain.
The Government of Lesotho, through the Ministry of Environment and Forestry, invites experienced consultants with expertise in Circular Economy for the provision of Consultancy Services for the Development of National Circular Economy Strategy and Incentive Mechanisms in the Textile and Garment (TG) Sector.
Scope of Services
- Develop a Circular Economy Incentive Scheme by assessing existing incentives, gaps and barriers and proposing financial, fiscal and non-financial incentives.
- Develop a Circular Economy Master Plan based on an assessment of the textile and garment sector, its value chains, waste flows, opportunities and challenges.
- Strengthen stakeholder coordination and capacity by defining institutional roles and conducting capacity-building activities on circular economy incentives.
- Assess feasibility and validate the proposed frameworks through stakeholder consultations and a validation workshop.
