Assignment Title: Consultancy Services for the Development of a National Electrification Strategy (NES) and a National Electrification Plan (NEP) for Lesotho to achieve Universal Access by 2030

The Government of Lesotho under the Ministry of Energy has received financing from the World Bank toward the cost of the USD 52.9 million , and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include : The main objectives of this assignment are:

To develop a least-cost electrification strategy and action plan for Lesotho that outlines a technology mix for electrification that can be implemented to achieve 100% electrification target by 2030. The plan shall include prioritized target areas, mix of electrification technologies, investment, and policy requirements among others. In this assignment, the current electrification masterplan shall be reviewed and updated to meet the target set out in these terms of reference.

To develop an Action Plan and Roadmap that describes the key tasks to be undertaken to implement the strategy as well as the tools to monitor and evaluate progress.

The estimated time of this assignment is 36 weeks and expected to start on 2024 May 01.

The Lesotho Renewable Energy and Energy Access Project (LREEAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: core business and years in business, relevant experience, technical and managerial capability of the firm. The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the :core business and years in business, relevant experience, technical and managerial capability of the firm method set out in the procurement Regulations.
