The Government of the Kingdom of Lesotho has received financing from the African Development Fund towards the cost of the Institutional Support for the Enhancement of Public Financial Management Project (ISEP), and intends to apply part of the agreed amount for this grant to payments under the contract for Project Completion and Performance Evaluation (PCPE) of Institutional Support to the Enhancement of Public Financial Management (ISEP) Project.

The overall objective of the assignment is to support the functioning of office of the Accountant General and provide skills necessary to meticulously prepare opening balances for Epicor 10 and subsequent reporting as well as provide technical advice on various issues relating to office of the AG. When fully realised, the delivery of this assignment would contribute immensely towards improvements necessary to meet assessment criteria for PEFA pillar VI “Accounting and Reporting” and PEFA PI-20 “Accounting for Revenue”.

The estimated duration of this assignment is 60 non-consecutive working days over a period of three (3) months.

The Government of the Kingdom of Lesotho through the Ministry of Finance now invites eligible Individual Consultant to indicate their interest in providing these services. Interested consultants must provide information (CVs) indicating that they are qualified to perform the
services including, description of similar assignments, experience in similar conditions, etc.

Required minimum qualifications and experience for the consultancy include:
A relevant professional qualification Chartered Accountant (CA) or Master’s degree qualification in Accounting, Finance or related fields.

Specific Professional Experience:
(a) Demonstrated public financial management at the National level or at reasonable large government organization involving budgeting, disbursement, accounting etc.;
(b) At least 10 years of relevant professional experience in preparation of final accounts for the Government either on cash basis or other similar bases.
(c) Specific experience in government planning/budget execution and transition management as it pertains to fiscal management in the public sector.
(d) at least 15 years’ experience in Treasury or Accounting offices, preferably in developing countries.
(e) Experience in establishing opening balances where transition between PFM IT systems has been implemented, as well conducting bank reconciliation in both manual and automated environments.

General Professional Experience:
(a) Clear knowledge and comparative perspective of development issues and political structures in the developing African context with a broad knowledge of modern management practices. (e.g. knowledge management, employee engagement, business process management, change management)
(b) Thorough understanding of governance, operational and transition management issues, particularly about public sector resource management, taxation, and public expenditure.
(c) Excellent communication (oral and writing skills) in English with a superior knowledge of the Microsoft Office Suite.
(d) The consultant must have positive interpersonal skills, proven abilities in project management, collaboration, capacity building and skills transfer.
