CONSULTING SERVICES: INDIVIDUAL CONSULTANT (IC) SELECTION
ASSIGNMENT TITLE: REVIEW OF CYBERSECURITY

The Independent Electoral Commission received funds from Government of Lesotho to implement its Constitutional Mandate and intends to apply part of the funds for consulting services.
Independent Electoral Commission now invites interested individuals to submit their proposal. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience for the consultancy services.
SELECTION CRITERIA
The selection criteria will be based on the following information amongst others:
• At least a Master’s degree in Cybersecurity, Information Security, Computer Science, Information Technology, Software Engineering, Digital Forensics, Computer Engineering and Information System.
• A minimum of 10 years professional experience in cybersecurity, information security, ICT governance, information systems auditing or cyber risk management proven.
• At least 7 years’ experience conducting cybersecurity assessments, information security audits, penetration testing, vulnerability assessments or cyber risk reviews for public or private sector organisations.
• Demonstrated experience in reviewing the security of mission-critical information systems.
• Successfully completed at least three (3) similar assignments within the last seven (7) years, involving one or more of the following in the form of Purchase Orders or Contracts:
- Cybersecurity reviews of Electoral Management Information Systems (EMIS)
- Information security audits of government information systems
- Critical national infrastructure security assessments
- Identity management or civil registration systems
- National voter registration systems
• Attach Valid and Relevant Trader’s Licence/Business Identity Card and Valid and Relevant Tax Clearance.

APPLICATION REQUIREMENTS
Interested candidates are required to submit their Expression of Interest (EOI) and Curriculum Vitae (CV) together with certified educational certificates and professional qualifications.
A candidate will be selected in accordance with the Individual Consultant Selection method set out in the Public Procurement Act 2023.
