Request for Expression of Interest
Assignment Title: Consultancy Services for Organizational Structure Review for the Judiciary of Lesotho

Background
The Judiciary of Lesotho is constitutionally mandated to administer justice independently, fairly, transparently and efficiently. The Judiciary Strategic Plan (2022-2027) identified weaknesses in the existing organizational structure, including unclear reporting lines, outdated job structures and operational inefficiencies.
The Judiciary therefore invites eligible and qualified consulting firms to submit Expressions of Interest for consultancy services to undertake a comprehensive organizational structure review covering all judicial and administrative functions.
Objectives of the Assignment
The assignment seeks to improve institutional effectiveness by reviewing the current organizational structure, clarifying reporting relationships, developing standardized job descriptions and job specifications, and recommending an implementation and change management framework that supports judicial independence, operational efficiency and good governance.
Scope of the Consultancy
The selected consulting firm will be expected to:
- Review the current organizational structure of all the courts and administrative units.
- Conduct institutional and functional analysis.
- Review reporting relationships and delegation of authority.
- Develop standardized job descriptions and job specifications.
- Design an improved organizational structure.
- Facilitate stakeholder consultations.
- Benchmark with comparable Judicial Jurisdictions.
- Prepare implementation and change management recommendations.
Coverage includes: Court of Appeal, High Court, Subordinate Courts, Master of High Court, and Administrative and support departments.
Duration of the Assignment
The assignment shall commence immediately after contract signature and is expected to take six (6) months.
Requirements, Qualification and Experience
The consulting firm should demonstrate the following qualifications and experience:
Key Personnel Qualifications
1. Lead Consultant / Team Leader
Qualification:
- Master’s Degree in Public Administration, Organizational Development, Human Resource Management, Business Administration, Industrial Psychology or related fields.
Professional Experience:
- Minimum of 10 years’ experience in organizational development or design, HR management or institutional capacity development.
- Proven experience working with public sector institutions and/or regulatory bodies.
- Extensive experience in developing Organizational Structures, Job Descriptions and HR frameworks.
- Successful completion of similar assignment within the last seven (7) years.
Technical Skills and Capacity
- Knowledge of the Judicial service processes, governance and operational procedures.
- Familiarity with Labour Laws, HR policies and institutional reform practices.
- Strong analytical, communication, change management, reporting and facilitation skills.
- Experience in conducting stakeholder consultations and workshops.
2. Human Resources/Organizational Development Specialist
Quantity: 2
Qualification:
- Bachelor’s Degree in Human Resources Management or equivalent.
Experience in:
- Human resource management
- Organizational development
- HR frameworks and restructuring

Submission of Expression of Interest
The Expression of Interest must be delivered in written form in one (1) Original and one (1) copy in a sealed envelope labelled:
“EXPRESSION OF INTEREST – CONSULTANCY SERVICES FOR ORGANIZATIONAL STRUCTURE REVIEW FOR THE JUDICIARY OF LESOTHO”
