1.The Government of the Kingdom of Lesotho has received a loan financing from the African Development fund to finance part of the Lesotho Lowlands Water Development and Sanitation Project Phase III (LLWDSP III) and intends to apply part of the agreed amount of this loan towards payments of project Implementation Assistance for the project under the contract for Consultancy services for Mainstreaming Inclusion Of Disability, Gender, Environment, Climate Resilience, and Cross Cutting Measures In The Wash Sector At Local (Project Area) And National Level.
2.The overall Objective of the assignment is to enhance the effectiveness and sustainability of WASH interventions through integrating disability, gender, environment, climate resilience and cross cutting measures into development processes of WASH programs at the Project Area and national level. This will ensure that the WASH sector is able to cope with challenges brought about by climate change and that unique needs, roles and challenges faced by all groups (disabled, women, men, girls and boys) are considered throughout development processes of WASH programs to achieve equitable and sustainable outcomes.

  1. The Ministry of Natural Resources – Department of Water now invites eligible consultants to indicate their interest in providing consultancy
    services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description
    of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The Summary of similar assignments executed successfully should be in form of letters of engagement and/or certification of completion or equivalent. Consultants may constitute Joint Ventures to enhance their chances of qualification.
  2. The consultancy services will be carried out within a period of Twelve (12) months.
  3. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the selection based on Consultants Qualification (CQS) method procedures set out in the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
  4. Interested firms may obtain clarifications if any at the address below during office hours 8:00am-16:30hrs.
  5. Expressions of interest of not more than one hundred (100) A4 pages must be delivered to the address below by 11:00hrs local time on or before 17th October 2024 and mention “Expression of Interest for MAINSTREAMING INCLUSION OF DISABILITY, GENDER, ENVIRONMENT, CLIMATE RESILIENCE, AND CROSS CUTTING MEASURES IN THE WASH SECTOR AT LOCAL (PROJECT AREA) AND NATIONAL LEVEL.
