The Government of Lesotho has received a credit from the International Development Association (IDA) towards the cost of Lesotho Renewable Energy and Energy Access Project (LREEAP) and intends to apply part of the proceeds of this credit to payments under the contract for the Consultants Services to be procured under this project.

The consulting services (‘’services’’) include support to the Lesotho Renewable Energy and Energy Access Project (LREEAP) with the preparation detailed feasibility studies for 16 mini-grids identified under the Lesotho Electrification Masterplan (EMP) identification of 14 additional mini-grids sites using geo-spatial analysis and the design of a tendering scheme for procurement. The duration of the assignment is expected to be 6 months. The scope of the project includes, but is not limited to; Site Validation, Feasibility Studies and PPP operational model’s assessment, Field Surveys, Preliminary environmental and social impact assessment, Tendering scheme design and associated documentation.

The LREEAP now invites eligible consulting firms (‘’Consultants’’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. Core Business: A minimum 10 years’ experience providing similar assignments in the energy sector. A firm or consortium, comprised: a single lead consultant with 10 years’ experience in the energy sector, skilled key personnel with experience necessary to undertake the range of tasks set out in the terms of reference.
  2. The assignment must be conducted by a consulting firm with evidence of not less than 10 years of national, regional or international experience in mini-grids, renewable energy technologies, and rural electrification.
  3. The firm must have conducted at least two (2) similar assignments locally, regionally or internationally within the last 5 years.
  • Technical and managerial capability of the firm to execute this contract.

The attention of interested Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018 setting forth the World Bank’s Policy on Conflict of Interest.

Consultants may associate with other firms to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties.

A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised in November 2017 and August 2018.
