REQUEST FOR PROPOSALS (RFP)

CONSULTANCY SERVICES FOR DESIGN, DEVELOPMENT, AND IMPLEMENTATION OF AN INTEGRATED INFORMATION MANAGEMENT SYSTEM FOR DATA COLLECTION AND REPORTING

1. Introduction

The Lesotho Electricity and Water Authority (LEWA), hereinafter referred to as “the Authority,” is a statutory body established under the Lesotho Electricity Authority (LEA) Act 2002, as amended. LEWA is responsible for regulating the Electricity Supply Industry (ESI) and the Urban Water and Sewerage Services Subsector (UWSSS).

As a member of the Eastern and Southern Africa Water and Sanitation Regulators Association (ESAWAS), the Authority has received grant funding from ESAWAS to support Consultancy Services for the Design, Development, and Implementation of an Integrated Information Management System for Data Collection and Reporting.

2. Project Objectives

The primary objectives of this consultancy are:

• Assess and diagnose the Authority’s existing data collection, reporting, and management system.
• Conduct a comprehensive needs assessment and gap analysis.
• Design, develop, and implement a robust, scalable, and efficient Integrated Regulatory Information Management System.
• Ensure alignment of the system with the Authority’s operational functions, requirements, and strategic goals.
• Enhance efficiency and effectiveness of regulatory oversight, consumer protection, and decision-making processes.

3. Invitation for Proposals

LEWA now invites eligible consulting firms (“Consultants”) to submit Proposals for providing these services.

• Deadline for Submission: 25th April 2025 at 16:00 hours (local time)
• Proposal Format: Proposals must be submitted in a sealed envelope containing two separate sealed envelopes labeled:
  • Technical Proposal
  • Financial Proposal
• The outer envelope must be clearly marked: “TENDER FOR CONSULTANCY SERVICES FOR DESIGNING, DEVELOPING, AND IMPLEMENTING AN INTEGRATED INFORMATION MANAGEMENT SYSTEM FOR DATA COLLECTION AND REPORTING”
• Submission Method:
