LETTER OF INVITATION
Consultancy Services for Construction Supervision and Post Construction Services for the Upgrading to Bitumen Standard of Seboche Road from Ha Paramente to Ha Lebetla (Khukhune) in Butha-Buthe District (±9.5 km)
The Roads Directorate (RD) has set aside funds from the Government of Lesotho towards the cost of consultancy services for construction supervision, upgrading to bitumen standard, and post-construction services for the Seboche Road from Ha Paramente to Ha Lebetla (Khukhune) in Butha-Buthe District, covering approximately 9.5 km.
A portion of these funds will be applied to eligible payments under the contract for which this Request for Proposals (RFP) is issued.
Invitation for Proposals
The Roads Directorate invites proposals from suitably qualified international and local Civil Engineering Consulting Firms with a minimum of ten (10) years’ experience in road design and construction.
In addition, consulting firms must hold a valid ISO 9001 Certification to demonstrate the implementation of Quality Management Systems.
The services to be provided are as outlined in the Request for Proposals (RFP) document, which will be issued in hard copy (a soft copy will only be provided for document control purposes).
Payment for RFP Documents
The RFP document is available upon payment of a non-refundable fee of M3,000.00 (Three Thousand Maloti only).

Proof of payment must be presented to the Roads Directorate.

Selection Method
The firm will be selected using the Quality/Cost-Based Selection (QCBS) method, following the procedures described in the RFP.
The contract will be a Time-Based Type.
Proposal Submission Requirements
Proposals (both Technical and Financial, submitted in separate sealed envelopes) must be accompanied by the following mandatory documents:
- Valid Tax Clearance Certificate
- Valid Trader’s License
Each proposal should include one original and three copies, as well as a soft copy (flash drive), clearly marked:
“Construction Supervision and Post Construction Services for the Upgrading to Bitumen Standard of Seboche Road from Ha Paramente to Ha Lebetla (Khukhune) in Butha-Buthe District (±9.5 km)”
Indicate either “TECHNICAL PROPOSAL” or “FINANCIAL PROPOSAL”
