REQUEST FOR PROPOSALS: CONSULTANCY SERVICES FOR CONDUCTING AN ORGANISATIONAL CULTURE SURVEY
The Road Fund invites proposals from qualified and experienced consultancy firms or individual consultants to conduct an Organisational Culture Survey, aligned with the Road Fund’s Core Values namely Transparency, Responsibility, Accountability, Integrity, and Team Spirit across all levels of the organisation.
Scope of Work
The selected consultant will be expected to submit both technical and financial proposals that clearly demonstrate the following:
- A detailed methodology for:
- Assessing the current organisational culture and its alignment with the Road Fund’s values
- Identifying cultural strengths, gaps, and areas for improvement
- Delivery of a comprehensive report with key insights and practical recommendations to enhance employee engagement and workplace culture
- Development of an implementation plan to foster and sustain a values-driven organisational culture
Eligibility Criteria
Interested firms or individuals must meet the following requirements:
- Demonstrated expertise in organisational culture assessment and change management
- A proven track record of conducting at least five (5) similar culture surveys within the past 10 years
- Experience working with public sector organisations or similar institutions
- Capacity to deliver high-quality, data-driven reports and actionable recommendations
- Relevant qualifications in Business Administration, Psychology, Sociology, Human Resources Management, or Organisational Development
- Additional certification in Change Management, Business Analysis, or Cultivating Culture (or equivalent) will be considered an added advantage
