- Government of the Kingdom of Lesotho has received a Loan financing from the African
Development Bank towards the cost of the Lesotho Lowlands Water Development and Sanitation Project Phase III (LLWDSP III) and intends to apply part of the agreed amount of this loan to payments under the contract for Consultancy services for community Mobilisation and Sensitization campaign and implementation of Resettlement Action Plan (RAP).
- The services included under this project are to increase community awareness through
community mobilization, sensitization and capacity building of communities within the LLWDSP III project area in order to build partnership and ownership for sustainability of the project. This will also enable proper and effective community involvement and participation throughout the project life cycle. The assignment is also aimed at updating the Resettlement Action Plan RAP, and supporting the PIU in the implementation of the RAP.
- Ministry of Natural Resources – Department of Water now invites eligible consultants to
indicate their interest in providing consultancy services as summarized in 2 above. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff , etc.). Consultants must provide, as part of their application, names and contact details of organizations for which the consultant has completed at least five projects in the past 5 years, which are essentially equivalent to the scope of this assignment. The Summary of similar assignments executed successfully should be in form of letters of engagement and/ or certification of completion or equivalent. Consultants may constitute Joint Ventures to enhance their chances of qualification.
- The Consultant will, based on the data provided by the Client, liaise with the client and other
relevant stakeholders, his own experience and internationally accepted standards and practice to undertake all the assignments to ensure that the project objectives are met. The consultancy services will be carried out within a period of Twenty – four (24) months.
- Eligibility criteria, establishment of the short-list and the selection procedure shall be in
accordance with the selection based on Consultants Qualification (CQS) method procedures set out in the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

- Expressions of interest of not more than one hundred A4 pages must be delivered to the
address below or emailed by 11:00hrs local time on or before 24th August 2023 and mention “Expression of Interest for CONSULTANCY SERVICES FOR COMMUNITY MOBILISATION AND SENSITIZATION’’.
