1. Background

The Government of the Kingdom of Lesotho has applied for financing from the African Development Bank (AfDB) towards the cost of the Lesotho Lowlands Water Development and Sanitation Project Phase III (LLWDSP III). Part of this financing will be applied to payments under the contract for Consultancy Services for Community Mobilisation and Sensitization.


2. Project Objective

The principal objective is to address a funding gap that arose due to the inclusion of additional water infrastructure works in three newly prioritised settlements not originally included in the project scope. These works are intended to:

• Expand service coverage
• Strengthen resilience
• Ensure equitable access to clean water
• Support inclusive development


3. Development Goals

The expanded project aims to:

• Extend water distribution infrastructure to the newly prioritised settlements in Botha-Bothe district
• Address unmet water demand
• Improve public health
• Enhance climate resilience
• Promote inclusive socioeconomic development

This expansion aims to increase water access from 1,675 current beneficiaries to 21,930 people by 2028.


4. Invitation for Expressions of Interest

The Ministry of Natural Resources – Department of Water now invites eligible consulting firms to express their interest in providing the services described above.

Interested consultants must provide information demonstrating they are qualified to perform the services, such as:

• Brochures
• Description of similar assignments
• Experience in similar conditions
• Availability of appropriate staff with relevant skills
• Names and contact details of organisations for which the consultant completed at least five comparable projects in the last five years

Evidence of similar assignments must include:
• Letters of engagement, and/or
• Certificates of completion (or equivalent documentation)

Joint Ventures are permitted to enhance qualification capacity.


5. Scope of Work

Using data provided by the Client, the Consultant will liaise with the Client and relevant stakeholders, incorporate best international practice, and perform all tasks required to ensure the project objectives are met.

Duration of the assignment: Twenty‑four (24) months.


6. Eligibility & Selection Procedure

The shortlisting, eligibility criteria, and selection procedure will follow the Consultant Qualification Selection (CQS) method described in the African Development Bank’s Procurement Policy for Bank Group Funded Operations (October 2015), available at:

8. Submission of Expressions of Interest
