REQUEST FOR PROPOSAL (RFP): CONSULTANCY SERVICES – ENVIRONMENTAL STUDIES AND TOURISM FEASIBILITY STUDY FOR KATSE LUXURY CRUISE BOAT
Overview
The Lesotho Tourism Development Corporation (LTDC) invites qualified consulting firms to submit proposals to undertake Environmental Studies and Tourism Feasibility Study for the Katse Luxury Cruise Boat in Katse Dam – Leribe district.
The Assignment Seeks To:
1. ESIA
i. Conduct Environmental and Social Impact Assessment (ESIA) for the proposed Katse Luxury Cruise Boat operations.
ii. Identify potential environmental risks associated with boat operations, infrastructure and increased tourism activity.
iii. Assess impacts on water quality, aquatic ecosystems, biodiversity and shoreline stability.
2. Feasibility Study
iv. Identify viable and sustainable tourism development opportunities that will transform Katse into a tourist destination.
v. Propose development options that balance conservation, heritage preservation and community benefit.
vi. Provide an implementation roadmap to guide tourism investment by the Government, private sector and community.
Duration of the Consultancy
The consultancy will be undertaken over a period of three (3–4) months.
Tender Document
Interested firms must procure a full tender document at the LTDC Procurement office at M3,000.00 (non-refundable) per each area (ESIA and/or Feasibility Study) on or before Friday 15th May 2026 by 16:00hrs.
Evaluation Criteria
- Technical Proposal = 70%
- Financial Proposal = 30%
Submission Requirements
All submissions must be:
- Packaged separately and labelled as:
- “Technical proposal”
- “Financial proposal”
- Enclosed in outer packaging labelled:
“Request for Proposal: Consultancy Services for Katse Environmental Studies”
AND / OR
“Request for Proposal: Consultancy Services for Katse Feasibility Study”
