• Consultancy Services Development and Implementation of ESRI ArcGIS

The Lesotho Electricity Company (PTY) LTD (LEC) invites eligible consultants and/or companies to submit proposals for consulting services required for the implementation of ESRI ArcGIS. The LEC will use ARCGIS for data management, planning and analysis, workforce automation and situational awareness.
Set of tender documents will be obtainable on request via email, at no costs, while a non-refundable participation fee will be M2000.00. Payment details and procedures will be explained in the bidding data sheet.
The tender will be under the following terms and conditions:-
Specifically, the LEC intends to map and locate all its physical assets such as buildings, substations, overhead and underground circuits, transformers and meters and link these GIS assets directly to its customer information systems. This should allow it to proactively monitor, amongst others, work orders, vegetation management, and outages. Secondly, LEC will use GIS based planning and analysis tools to plan network expansion and identify vulnerabilities that lead to service outages. Thirdly, the LEC will implement workforce automation to schedule and dispatch its service staff more efficiently. Lastly, GIS will be used to provide the LEC with a live view of its network and enable it to meet regulatory compliance requirements.
The LEC thus seeks the service of an ARCGIS consultant(s) that will assist and guide it to:-
• Phase I: Develop and support ARCGIS implementation plan (duration 3 months)
• Undertake Status quo analysis and perform a detailed needs assessment
• Develop clear SMART objectives including an action plan for the project
• Develop bid documents for ArcGIS implementation services covering the following:-
• ARCGIS database Architecture
• Bills of quantities for all materials (hardware and software) that will be required to implement the solution
• Specifications for integration points with other LEC systems, especially the SAP ERP system and the Suprima revenue and meter management system.
• Specify and validate the reports that are to be produced by the ARCGIS and the integration with SAP system, this shall include:-
o System Average Interruption Duration Index (SAIDI) and System Average Interruption Frequency Index (SAIFI) as well as any other information required by the regulator for tariff approval
o Asset register covering all LEC assets, both linear and non-linear
• Assist the LEC to select an implementation partner
• Develop and recommend an ideal ARCGIS organisational structure
• Develop relevant job profiles for the proposed structure positions.
• Develop a change management plan for embedding ArcGIS within LEC operations
Phase II To supervise the implementation and mainstreaming of ArcGIS (duration to be agreed)
There will be two options for submission, a bidder must choose only one option:
Hand delivery: Sealed bids bearing no identification of the bidder endorsed “Request for Proposals of Consultancy Services of Development and Implementation of ESRI ArcGIS For the Lesotho Electricity Company” shall be hand delivered and deposited into the tender box located at LEC Management Office block, reception area on or before 30 June 2022 at 10:00hrs and opened the same day at 11:30hrs. Bidders or their representatives have a right to witness the tender opening.

LEC does not bind itself to accept the lowest or any other bid nor assign any reason for the acceptance or rejection of any tender.
Bidders are warned that any amendments, additions, omissions or qualifications to this form may invalidate the tender.
The costs of preparing the proposal and of negotiating the contract, including a visit to LEC, are not reimbursable as a direct cost of the assignment; and
Tender received after the closing time will not be considered.
