Assignment Title: Survey to Conduct Organisational Culture
Reference Number: RF/2025/C1
Overview
The Road Fund invites proposals from qualified and experienced consultancy firms or individual consultants to conduct an Organisational Culture Survey, aligned with the Road Fund’s Core Values:

The survey will be conducted across all levels of the organisation.
Qualifications and Experience
- Project Lead must have a minimum of a relevant Master’s qualification in one of the following disciplines:
- Business Administration
- Psychology
- Sociology
- Human Resources Management
- Organisational Development
- Demonstrated expertise in organisational culture assessment and change management
- Proven track record of conducting at least five (5) similar culture surveys within the past 10 years
- Experience working with public sector organisations or similar institutions
- Capacity to deliver high-quality, data-driven reports and actionable recommendations
- Additional certification in Change Management, Business Analysis, Organisational Development, Cultivating Culture, or similar will be considered an added advantage
Evaluation Criteria
Selection will be based on:
- Qualifications
- Experience (professional, specific, and general)
- Other relevant attributes consistent with the requirements of this Request for Proposals
Duration of the Assignment
- Five (5) Weeks
