  3. Nature of the consultancy: **

The purpose of this assignment is to develop the SRHR and HIV strategy for IOM’s regional offices for East and Southern Africa (ESA) covering the period 2023-2027. The strategy will communicate the strategic direction of IOM Regional Offices to key stakeholders in collaborating in the development and implementation of its regional SRHR-HIV programme to improve the sexual and reproductive health of the migrants, vulnerable young people and other key populations in the ESA region. The Strategy will articulate IOM’s strategic priorities for migration health, SRH and HIV in the region and serve as a guide to its missions, partners and Member States in setting priorities for the implementation and technical cooperation to accelerate the attainment of SRHR,HIV and health outcomes among migrants and migration-affected communities in the ESA region. The Strategy will work towards harnessing IOM’s role and support to communities and Member States to ensure all people, especially migrants are fully empowered to exercise their health, HIV and SRH rights, as an integral component of sustainable human development in the region. The Strategy will be the product of several consultations with regional, national governments and bodies, faith and religious leaders, partner Non-Governmental Organizations, target populations and other key stakeholders. **

  1. Project Context and Scope:

Within the Department of Programme Support and Migration Management (DPSMM), the Migration Health Division (MHD) oversees, supports and coordinates the Organization’s provision of health services in a range of settings, including in development and humanitarian emergencies. IOM has over the year implemented migration health promotion programmes relating to Sexual Reproductive Health and Rights (SRHR) and HIV, within development and humanitarian-centred contexts. Since 2003, IOM has been implementing a regional programme on Partnership on Health and Mobility in East and Southern Africa (PHAMESA) which has evolved over the years to include Gender mainstreaming, SRHR, Tuberculosis, Mental Health and Psychosocial support and Gender Based Violence (GBV). IOM has been working to improve SRHR and HIV Outcomes for migrants, adolescents and young people and sex workers in migration-affected communities in East and Southern Africa. The programmatic approach for the region was revised in 2020-2021. Further to this, IOM Missions in ESA region have been responding to the SRHR and HIV needs of migrants and host communities through its migration health assessments programme and emergency response operations. There is a need to further harmonize IOM’s approach to achieving better SRHR and HIV outcomes along the migration continuum through articulation of a strategy for the East and Southern Africa region, a region that hosts the largest number of people living with HIV, which hosts a large number of migrant workers, cross border communities and displaced populations, and which continues to report significantly poor SRHR outcomes. In the wake of the COVID-19 pandemic, new innovative approaches are required to sustain the gains so far made, whilst responding to emerging and re-emerging SRH and HIV challenges of the 21st Century which are posed by human mobility and migration.

Regional Migration Health programme: (SRHR and HIV Knows No Borders), IOM Regional Office for Southern Africa (ROSA) in conjunction with Regional office for East and Horn of Africa in Nairobi . The consultant will work under the direct supervision of the Regional Migration Health Specialist and Programme Manager SRHR and HIV Knows No Borders, in collaboration with the Senior Regional Migration Health Specialist in Nairobi and Country Migration Health/SRHR project coordinators and overall supervision of the Regional Director, IOM ROSA.

  1. Tangible and measurable outputs of the work assignment:

The overall objective of this consultancy is to develop the Sexual and Reproductive Health and Rights and HIV Strategy for East and Southern Africa (2023 – 2027) that will ensure that IOM fulfils its mandate as well as guide its Missions and Member States towards attaining the long-term goal of attainment of the highest standard of health and wellbeing among migrants in migration affected communities. The consultant will conduct the following activities:

  1. Review and analyse the IOM’s migration health programme documents and existing strategic plans including global guidance notes on migration health and HIV/SRHR, the SRHR Knows No Borders Project Advocacy and Communication Strategy and Programme Approach and other key documents.
  2. Work with Missions to collect further details on other SRHR projects and interventions implemented at country levels by IOM including but not limited to primary health care service delivery (eg. IOM’s health assessments services, HIV and SRHR in Emergencies under integrated programming approach)
  3. Conduct a literature review on migration, SRHR and HIV with a focus on understanding the programming context and SRHR priorities in the region.
  4. Conduct consultations with IOM staff working on migration health projects, Project partners, IOM missions, IOM headquarters, Regional Economic Communities, UN Partners in the region, and Member States and other key stakeholders, to synthesise key learnings and identify strategic opportunities in the current environment with a focus on understanding “Where do we want to be? How will we get there?”

Based on the literature and consultations, identify focus areas and develop vision, mission strategic objectives as well as key results to be attained.

  1. Draft the SRHR strategy the mission and objectives identified in (1).

Specifically:

a. Outline key interventions to be delivered;

b. Develop results framework with key indicators to measure the results to be achieved within the 5-year timeframe, including a risk and mitigation register;

c. Layout the strategic approaches and operational activities;

d. Develop a resource mobilisation framework for the planned period.

  1. Articulate how IOM Regional Offices and associated Missions can effectively mobilise additional funding for the sustainability of the migration health (SRHR and HIV) interventions in the region.
  2. Define IOM’s strategic priorities and action plans to achieve the articulated results
  3. Draft the Strategy and present it to the IOM Strategy Steering Committee and key stakeholders for purposes validation or dissemination.
  4. The expected key deliverables include:

a) Key stakeholders, both internal and external to IOM, report being engaged and informed on the development of the regional SRHR strategy for East and Southern Africa

b) Validation of the draft Strategy among the key regional stakeholders and a report of the discussions and key recommendations that will be incorporated in the final strategy.

c) Draft and final SRHR strategy for IOM ROSA that incorporate the comments and recommendations from the consultative processes. The final draft should be well laid out, designed and ready for printing.

  1. Deliverables and Payment schedule

· 40% upon receipt and approval by IOM of the inception report outlining technical approach to the assignment, including the workplan and the draft SRHR strategy.

· 60% upon receipt and approval by IOM of the final IOM’s Regional SRHR and HIV strategy for the East and Southern Africa region.**

  1. Performance indicators for the evaluation of results

· The strategy conforms to the IOM Internal writing guidelines and communication policies.

· The strategy provides clear linkages to internal IOM global strategies/guidance on migration health, and SRHR and HIV.

· Ability to transfer skills in strategy development and consultation approaches to the migration health project and mission staff

· A well designed, formatted and laid out SRHR strategy document that is analytical and technically sound and takes care of the IOM cross-cutting issues.

  1. Education, experience and/or skills required

· A minimum of a post-graduate University degree in a field related to public health, SRHR, social sciences, development studies, health policy and migration studies with a preference for a graduate degree and relevant professional certification.

· Minimum of 5-10 years of experience in strategic planning at the global, regional and national levels in the field of SRHR and HIV and migration, preferably in sub-Saharan Africa

· Capacity to organise and facilitate senior-level consultative meetings involving the UN Agencies, governments and international organisations.

· Proven excellent technical writing, effective communication, and facilitation skills within a multi-cultural setting.

· Highly motivated and committed to the values of transparency, accountability, and integrity.

· Ability to work under pressure with restrictive timelines and to establish and maintain effective working relationships with people.

· Fluency in English (written and spoken); fluency in another language especially Portuguese is highly desirable.

· Prior experience in working on similar assignments with IOM, other UN agencies and governments, an added advantage.

  1. Travel required:

Possible travel within the Southern African region. If travel outside the duty station i.e. Pretoria is required, Daily Subsistence Allowance (DSA) and flights will be paid for by IOM in addition to the all-inclusive consultancy/professional fee.**
