Terms of Reference for a Consultancy:Regional Knowledge Management Strategy 

1.Overview 

The SADC Malaria Elimination Eight Regional Initiative (E8) is a coalition of eight countries; Angola, Botswana, Eswatini, Mozambique, Namibia, South Africa, Zambia and Zimbabwe, working across national borders to eliminate malaria in the sub-region by 2030. The E8 was formed in 2009 and is led by the Ministers of Health in eight SADC countries with a mandate to plan, coordinate, and execute a regional malaria elimination strategy. As the malaria response arm of the Southern Africa Development Community (SADC), the E8 is pioneering an ambitious regional approach and driving collective action to end this deadly disease once and for all. Guided by the belief that countries are stronger when they work together, the E8 is building a model that will inform coordinated efforts in Southern Africa and beyond. Within the E8, member countries collaborate to address challenges that go beyond the scope or mandate of any one country, such as those associated with access to services for mobile and migrant populations, surveillance across connected malaria catchment areas in different countries, and pooling of specialized skills. The E8 Ministerial Committee is supported by a Technical Committee, and a Secretariat based in Windhoek, Namibia.

Vision, Goal and Strategic Objectives of the E8 Vision: 

To have a malaria – free southern Africa

Goal: To enable and accelerate zero local transmission in the E8 region by 2030 through the provision of a platform for collaboration and strategic programming.

 2.Purpose 

Several factors and capacity constraints limit the ability to achieve and sustain malaria elimination in the E8 region. These challenges include population mobility, border protocols, surveillance, quality assurance, knowledge management, human capacity and skills, and financing.

As new strategies on malaria elimination become available, there is a need for information and knowledge management systems and platforms for making practical guidance available to the countries. Given the need for a coordinated and harmonised approach to regional elimination, common information and knowledge management systems that promote learning and sharing become even more critical to support this work.

The main objective of this consultancy, therefore, is to:

Develop a regional knowledge management strategy to facilitate learning and sharing initiatives in the E8 region.

3.Terms of Reference: 

Conduct a knowledge audit through a desk review of regional knowledge management practices, and identify the requirements in terms of personnel skills, facilities/infrastructure, processes/protocols and structures;
Lead consultative meetings with national malaria programs and other relevant key stakeholders to identify information and knowledge needs.

Develop regional knowledge management strategy highlighting aspects not limited to systems, processes, tools, risk and change management; and monitoring, evaluation and learning (MEL);

Propose an implementation plan for the strategy rollout.

4.Key deliverables: 

The consultant is expected to deliver:

  1. Knowledge audit report; and
  2. Strategy and proposed implementation plan.

5.Duration of Contract 

The estimated period for completion of the work is 20 days.

 6.Expected Profile of the Consultant 

This consultant and/or his team is expected to possess the following skills:

  • Advanced degree or equivalent post graduate degree relevant to knowledge management and/or organizational development;
  • At least five(5) years of progressive experience in organizational learning/development, knowledge management and/or monitoring, evaluation and learning;
  • A solid understanding of knowledge management principles, practices, tools and products.
  • Experience in designing, planning and implementing knowledge-related and learning initiatives;
  • Comparable experience in global health will be an added advantage.
  • Experience working in the SADC region and familiarity with E8 malaria country programmes will be an advantage;
  • Demonstrated analytical and report writing skills including ability to establish rapport;
  • A high level of proficiency in oral and written English; knowledge of Portuguese would be an advantage. How to Apply
