Background

The textile and garment sector is an important contributor to economic development in Lesotho but also generates significant quantities of textile waste and may involve the use of hazardous chemicals, including Persistent Organic Pollutants (POPs). Inadequate management of textile waste can result in open burning and disposal in landfills, contributing to harmful emissions and environmental and public health risks.

To address these challenges, the Government of Lesotho, in collaboration with UNIDO and its partners, is promoting a transition from a linear to a circular economy in the textile and garment sector. The initiative focuses on strengthening the legal and institutional framework, reducing the use and release of hazardous chemicals, promoting the reuse and recycling of textile waste, and supporting sustainable practices across the textile and garment value chain.

The Government of Lesotho, through the Ministry of Environment and Forestry, invites experienced consultants with expertise in Environmental Management to provide consultancy services on the implementation of Best Available Techniques/Best Environmental Practices (BAT/BEP) and Resource Efficiency & Cleaner Production (RECP) options for sustainable textile and garment production.

Scope of Work

  • Conduct comprehensive in-plant assessments and technical audits of selected pilot industries to evaluate production processes, resource use, chemical management, waste generation, greenhouse gas emissions, occupational health and safety, and overall environmental performance, and establish baseline indicators.
  • Identify, assess and recommend technically feasible and economically viable Best Available Techniques/Best Environmental Practices (BAT/BEP) and Resource Efficiency and Cleaner Production (RECP) interventions, including process modifications, retrofitting requirements and facility upgrades, based on technical, environmental and economic analyses.
  • Prepare engineering designs, technical specifications, Bill of Quantities (BoQs), equipment schedules and cost estimates.
