The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking consultancy services to provide a mid-term review of the Programme for Infrastructure Development in Africa (PIDA) and the implementation of the Second Priority Action Plan (PIDA PAP 2).

Background Information

About the African Union

The African Union (AU) is a continental body consisting of 55 member states across the African continent. It was officially launched in 2002 as the successor to the Organisation of African Unity (OAU). The AU is guided by its vision of:

“An Integrated, Prosperous and Peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena.”

To support this vision, Agenda 2063 was developed as a strategic framework for Africa’s long-term socio-economic and integrative transformation. It calls for greater collaboration and support for African-led initiatives.

The African Union Commission (AUC), based in Addis Ababa, Ethiopia, serves as the AU’s secretariat and manages the day-to-day activities of the Union.

The Infrastructure and Energy Department (IED) is one of the core departments of the AUC, responsible for leading and coordinating continental efforts in infrastructure development and energy integration in line with Agenda 2063.

The IED’s primary mandate includes promoting, coordinating, implementing, and monitoring AU policies, programmes, and strategies related to:

  • Transport
  • Energy
  • ICT
  • Water

It works closely with AU Member States, Regional Economic Communities (RECs), AU specialised agencies, Pan-African institutions, and development partners to accelerate Africa’s physical and digital integration.

The Programme for Infrastructure Development in Africa (PIDA)

PIDA is an initiative of the African Union Commission (AUC), implemented in collaboration with:

  • African Union Development Agency (AUDA-NEPAD)
  • African Development Bank (AfDB)
  • United Nations Economic Commission for Africa (UNECA)
  • Regional Economic Communities (RECs)
  • Member States

PIDA was formally endorsed by African Heads of State and Governments during the 18th Ordinary Session held in Addis Ababa, Ethiopia, on 29–30 January 2012.

The PIDA framework includes:

  • Short-term: PIDA PAP 1 (2012–2020)
  • Medium-term: PIDA PAP 2 (2021–2030)
  • Long-term: PIDA PAP 3 (2031–2040)

About GIZ and Africa InCORE

GIZ is a global service provider in international cooperation for sustainable development, supporting the German Government and various partners in approximately 120 countries.

Since 2004, GIZ has partnered with the African Union to promote inclusive growth and sustainable development aligned with Agenda 2063. With over 200 staff, GIZ works with the AU Commission and its specialised institutions across more than 35 member states.

GIZ Support to PIDA

The “Africa InCORE – Integrated Corridors for Economic Growth in Africa (Support to PIDA)” programme supports the AU’s efforts to plan and implement integrated, climate-resilient infrastructure corridors.

Implemented on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the programme supports:

  • African Union Commission (AUC)
  • AUDA-NEPAD
  • Corridor Management Institutions

This includes improving project preparation, advancing cross-border infrastructure projects, and promoting:

  • Regional integration
  • Private sector participation
  • Gender equality
  • Inclusive economic growth

Context for the Mid-Term Review

Infrastructure is critical to Africa’s development, enabling regional trade and supporting Agenda 2063 and the Sustainable Development Goals (SDGs).

Africa’s population is projected to grow from 1.18 billion in 2015 to 2.48 billion by 2050. However, inadequate infrastructure continues to hinder economic growth by increasing costs, reducing competitiveness, and limiting investment.

The continent faces an estimated annual infrastructure investment gap of USD 68–108 billion, with total needs projected at USD 181–221 billion annually between 2023 and 2030.

PIDA PAP 2 (2021–2030) builds on earlier efforts, prioritising investments in:

  • Transport
  • Energy
  • Transboundary water
  • ICT

Despite progress, implementation has been affected by global and regional shocks, including:

  • COVID-19 pandemic
  • Russia–Ukraine crisis
  • Debt and inflation challenges
  • Regional insecurity and conflict

A comprehensive mid-term review is therefore required to:

  • Evaluate PIDA performance from 2012 to date
  • Assess PIDA PAP 2 impact from 2021 to 2025
  • Review financial performance and resource mobilisation
  • Assess institutional effectiveness
  • Provide actionable recommendations and mitigation strategies
  • Propose a revised PIDA PAP 2 portfolio through to 2030

Assignment Details

  • Number of expert days: 135 days
  • Period of assignment: 08 August 2026 to 31 July 2027

Required Qualifications

Expert 1: Infrastructure Expert and Team Leader

General Qualifications

  • Master’s degree in infrastructure, engineering, or a related field

Professional Experience

  • 20 years of experience in infrastructure development, project management, and institutional development
  • Proven management skills and knowledge of project cycles or infrastructure portfolio performance reviews

Regional Experience

  • 10 years of experience in infrastructure development and funding initiatives in Africa

Language Skills

  • Business fluency (C2) in English
  • B2 proficiency in an AU working language (e.g., French)

Expert Pool 1: Sector Specialists (3 Experts)

General Qualifications

  • 1 expert: Master’s in public finance, banking, economics, or related field
  • 1 expert: Master’s in public policy, public administration, economics, or related field
  • 1 expert: Master’s in project management, economics, statistics, or related field

Professional Experience

  • 1 expert: 10 years’ experience in public finance, financial modelling, macroeconomic analysis, debt sustainability, PPP structuring, and climate finance
  • 1 expert: 10 years’ experience in public policy, governance, organisational behaviour, or economic development
  • 1 expert: 10 years’ experience in monitoring and evaluation of programmes

Regional Experience

  • 3 experts, each with at least 5 years’ experience working in the African context

Language Skills

  • All experts: Business fluency (C2) in English
  • B2 proficiency in an AU working language (e.g., French)
