MHPSS Expert on WHO QualityRights
Background
As part of its 2026–2028 collaboration plan with the World Health Organization (WHO), Humanity & Inclusion (HI) is strengthening the integration of rights-based approaches within Mental Health and Psychosocial Support (MHPSS) programmes across humanitarian and development settings.
This includes the dissemination and contextualized use of the WHO QualityRights Humanitarian Edition.
HI aims to support country missions in identifying practical opportunities to integrate QualityRights principles within MHPSS programmes, strategies, and partnerships, while fostering dialogue and collaboration with WHO, public authorities, and other relevant stakeholders at country level.
HI therefore seeks to engage a short-term consultant to develop practical guidance and tools to support this effort.
Objectives of the Consultancy
To support HI’s Global MHPSS Team in developing practical and accessible materials to guide country missions in:
- Operationalizing and strategically positioning WHO QualityRights approaches
- Strengthening donor engagement strategies
- Enhancing collaboration with WHO at country level
Responsibilities
Under the guidance of HI’s Global MHPSS Team, the consultant will:
1. Develop Practical Guidance Materials
- Produce concise, practical, and user-friendly materials for HI missions, including:
- Guidance on integrating QualityRights approaches into:
- MHPSS concept notes and project proposals
- Programme design and implementation
- Advocacy initiatives
- Capacity strengthening activities
- Practical examples of integrating QualityRights within humanitarian and development MHPSS contexts
- Guidance on integrating QualityRights approaches into:
- Provide guidance on engagement and collaboration with WHO at country level, including:
- Identification of relevant WHO focal points
- Strategic entry points and opportunities for dialogue
- Engagement strategies around QualityRights approaches
- Develop a light QualityRights roadmap template that missions can adapt to:
- Define priorities
- Support progressive operationalization
- Structure collaboration with stakeholders
2. Support Donor Engagement and Strategic Positioning
- Strengthen positioning of QualityRights within MHPSS programming by:
- Identifying relevant donor entry points
- Proposing key positioning messages and language for proposals
- Supporting rights-based and recovery-oriented MHPSS approaches
- Suggesting practical ways to improve visibility, partnerships, and engagement
3. Organize an Internal Webinar
Prepare and facilitate one internal webinar (approximately 2 hours) covering:
- Introduction to the WHO QualityRights Initiative and Humanitarian Edition
- Practical implications for MHPSS programmes
- Examples of operational integration within HI missions
- Engagement and collaboration with WHO at country level
- Donor engagement and strategic positioning opportunities
- Discussion and Q&A session
Expected Deliverables
The consultant will produce:
- One concise and user-friendly guidance document including:
- Operational recommendations
- Examples of QualityRights integration in MHPSS programming
- Donor positioning elements
- Guidance on collaboration with WHO
- One adaptable QualityRights roadmap template
- Practical recommendations for donor engagement and proposal positioning
- Preparation and facilitation of one internal webinar (approximately 2 hours)
Consultant Profile
The consultant should demonstrate:
- Prior training and familiarity with the WHO QualityRights Initiative
- Strong knowledge of MHPSS in humanitarian and/or development settings
- Familiarity with rights-based, recovery-oriented, and community-based mental health approaches
- Understanding of systems strengthening and collaboration with WHO and public authorities
- Experience in programme development, technical positioning, and donor engagement
- Ability to produce practical and concise guidance materials
- Strong facilitation, communication, and writing skills in English
Additional advantage:
- Experience in disability inclusion, participation of people with lived experience, and user-led approaches
Work Modality
The consultancy is home-based and conducted remotely.
Duration
Approximately 15 working days.
