Project Overview

The MCC and the GoL signed a US$ 300 million multi-sectoral Lesotho Health and Horticulture Compact (the Compact) in March, 2022.  Within this package of support to the GoL, the Compact will provide approximately US$75 million to support systems strengthening within the health sector through the Health System Strengthening (HSS) Project. The overall objective of this HSS Project is to improve health outcomes through strengthening Lesotho’s primary health care (PHC) system. It is anticipated that this support will assist the GOL to:

  • Provide high quality primary health care (PHC) services, including clinical services and those targeted at survivors of gender-based violence (GBV); and
  • Improve management and support services to deliver PHC primarily at the district level.

URC currently has a contract with MCC to provide due diligence services. Activities under this contract include: undertaking formative research and landscape analyses; collection and analysis of data to identify priority determinants for HSS; and conduct other due diligence activities related to proposed interventions.

URC is recruiting for two consultants to work with the MOH to complete the activities described below which will support the Compact.

Roles And Responsibilities

  • Conduct a functional analysis of the Lesotho central Ministry of Health’s current organizational structure including: alignment of goals, priorities and activities; available human resources; and associated costs. The analysis will be undertaken through focus group discussions, key informant interviews, and other data collection methods.
  • Draft a report that summarizes findings and an summary slide deck.
  • Present findings to URC, MCC, and other stakeholders as requested.
  • Collaborate with other consultants and Team Lead to complete deliverables.
  • Submit regular progress updates to Team Lead.

Required Qualifications

  • MPH or masters or higher in a relevant field
  • A minimum of 15+ years of experience working in the health sector on health systems strengthening related activities
  • Experience working closely and collaboratively with Ministries of Health in Africa
  • Strong writing and communication skills

Desired Qualifications

  • Prior experience conducting functional analyses or other organizational management reviews within the health sector organizations
  • Previous experience in Lesotho or Africa desirable
