Assignment Title: Consultancy for the development of Computer Assisted Personal Interviewing (CAPI) version of the questionnaire for the Continuous Multipurpose Household Survey in Lesotho (CMS).

The Government of the Kingdom of Lesotho (GOL) through the Ministry of Development Planning and its Bureau of Statistics (BOS) with support from the World Bank (WB), is in the process of developing methodology and improvement for the Continuous Multipurpose Household Survey (CMS) with an added module of Household Budget Survey (HBS) in 2020. The BOS
wishes to hire an international consultant to provide technical expertise in developing survey methodology and improve data collection method. The BOS undertook the 2017/18 HBS within the framework of the CMS and successfully completed the survey with the same support of the WB, however the current design is meant to include yet another detailed module on Good Governance which is vital for reporting of Goal 16 of the SDGs. The same expertise is therefore required to link this module within this same framework.

The objective of this assignment is to provide Technical Assistance in development of Computer Assisted Personal Interviewing (CAPI) version of the questionnaire for the Continuous Multipurpose Household Survey in Lesotho (CMS). The consultant will also provide support to the World Bank cloud-based server that will be used for data uploading during field work.

The government of Lesotho through the Ministry of Finance now invites eligible individual consultants to indicate their interest in providing the Services. Interested consultants should provide information Comprehensive CVs) demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Proven experience in developing CAPI application in Survey Solutions Software in National Households Surveys. (15 Points)
  • Advanced Degree in Computer Science, Economics or Statistics or other relevant degree (20 Points)
  • At least 5 years of professional experience in implementation of CAPI technologies in Statistical Organisations (15 Points)
  • Understanding of survey methodology and survey design (15 Points)
  • Knowledge of Statistical Software (i.e. STATA, SPSS, SAS, CSPro) and proficiency in programming as well as proficiency in deploying the Survey Solutions platform will be a great advantage (20 Points)
  • Excellent writing and good analyzing aptitude, proven experience in conducting high quality reports and advice in the areas of these terms of reference (15 Points)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers “Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The Consultant will be selected in accordance with the individual Consultancy method set out in the Consultant Guidelines.
