PURPOSE OF THE ASSIGNMENT
UNICEF Lesotho is seeking an individual consultant to design and conduct an endline assessment of the multisectoral emergency drought response supported by the German National Committee for UNICEF. The assessment will examine the short-term outcomes of activities implemented across Education, Nutrition, WASH, Child Protection, and Social and Behaviour Change (SBC), with a focus on identifying what worked well, challenges faced, and lessons to inform future emergency preparedness and response. The consultant will lead all stages of the assignment including methodology design, data collection, analysis, and reporting with remote and field-based engagement in selected drought-affected districts.
SCOPE OF WORK
The consultant will design and implement a light-touch endline assessment of UNICEF’s multisectoral drought response supported by the German National Committee, focusing on four target districts: Maseru, Mohale’s Hoek, Qacha’s Nek, and Quthing. The assessment will focus on documenting key results, implementation status, challenges, and lessons learned through a qualitative and document-based approach. The scope includes:
- Review of baseline assessment and programme documents: Identify priority indicators and gaps based on what was implemented vs. planned. Propose a realistic analytical framework aligned with available data.
- Desk review and synthesis: Analyze relevant secondary data (e.g., partner reports, progress summaries, monitoring updates) to assess programme progress and contextual shifts since the baseline.
- Qualitative data collection: Conduct selected remote or in-person interviews and FGDs with UNICEF staff, key government counterparts, implementing partners, and community representatives, focusing on: (a) Perceptions of programme effectiveness and relevance; (b) Functionality of structures supported (e.g., Child Justice Committees, CPFs). (c) Challenges, unintended results, and good practices; (d) Suggestions for improving future emergency response.
- Analysis and reporting: Synthesize findings into a concise report (max 15 pages), structured around key themes such as results, coverage, community feedback, and implications for future programming.
- Presentation and validation: Present key findings to UNICEF and partners for feedback prior to finalizing the report.

Minimum requirements:
Masters
Enter disciplines:
Advanced degree in Social Sciences,Public Health, Development Studies, Education, ChildProtection, or related field.*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Work experience:
Minimum of 10 years of professional experience in designing and conducting qualitative research and programme evaluations, particularly in emergencies, resilience, or multisectoral programming.
Language:
Fluency in English and Sesotho, with excellent writing skills in English and strong communication skills in Sesotho.
Knowledge/Expertise/Skills required:
- Proven experience with document review, qualitative data collection (e.g., KIIs, FGDs), analysis, and synthesis.
- Demonstrated ability to work independently, manage timelines, and deliver high-quality analytical reports.
- Strong knowledge of community-based programming, particularly in child protection, education, WASH, or nutrition.
- Excellent communication and report writing skills, including the ability to present findings clearly to diverse audiences.
- Prior work experience in Lesotho or similar country contexts is an asset.
- Knowledge of local language(s) and Sensitivity to cultural and community dynamics is highly desirable.
- Familiarity with UNICEF’s programming and reporting standards is an advantage
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
